In a statement issued here today, Harshdev said that funds released under various heads have been re-appropriated and misappropriated by the District Administration in flagrant violation of the norms and guidelines prescribed for the purpose. He said that large scale of irregularities have been committed even with regard to the utilization of ‘Infrastructure Development Fund’ in the District for which specific guidelines are issued by the Planning and Finance Departments and which stand violated with impunity. He said that elected representatives and Legislators who are members of District Development Board have been by-passed and release of funds made on extraneous consideration on the basis of whims and fancies of District Development Commissioner. He expressed dismay over the fact that the District Administration had even resorted to making purchases out of the funds provided under ‘Infrastructure Development Fund’/untied grants’ meant for completion of ongoing development works. He said that funds under the said schemes could be released only after priorities had been fixed by the District Development Board members as per prevailing norms but the said requirement was dispensed with for the reasons unknown and no Legislator or District Board Member was consulted and no meeting convened for the purpose.
Singh further pointed at that even the funds released to the District under tribal sub-plans was utilized arbitrarily without holding any meeting with the Board Members and without consulting any Legislator for the purpose. He regretted the misuse of funds released under SCA to TSP and sought enquiry into the same. Strongly objecting to the financial indiscipline and large scale of irregularities in the use of funds in the District Harsh Dev Singh has urged upon the Finance Minister to take cognizance of the said financial malpractices and to initiate appropriate proceedings against the guilty. He reminded the Finance Minister of his commitment made in the recent session of Legislative Assembly to take strict action in the event of fiscal indiscipline and for violation of prescribed procedures and sought early action against delinquent officers, which could serve as deterrent for others, Harshdev in his statement added. |
