| Department generates Rs.32 cr revenue annually: Sharma | | Efforts on to tie up with J&K Bank for fee collection: RTO | | Regional Transport Officer Jammu, Ramesh Chander Sharma, son of soil and recipient of National award for best performance, qualified KAS exams in 1984 and served the state on number of posts and positions, sharing his thoughts with EARLY TIMES journalist Sumit Sharma, excerpts:
Share with us your journey in administration.
After completing BE, MCA and Post- Graduate Diploma in Business Management, I joined Indian Navy and served there for ten years and it was in 1984, I cleared KAS exams and posted as Under Sectary, then Deputy Secretary, Deputy Chief Executive Officer, Deputy Director Census operation J&K, Deputy Director Employment, Secretary State Electricity Regulatory Commissioner, CEO Khadi Village Industries Board and now serving as RTO Jammu.
How does RTO office work?
The work in RTO office is divided into three sections including Registration, Licensing and Permit, besides enforcement of Motor Vehicles Act. For curtailment of traffic violations, route surveys made regularly. To check the commercial vehicles’ fitness board of inspection is also here, besides this a high power committee chaired by Transport Commissioner, IGP Traffic, RTO Jammu, RTO Kashmir and joint Transport Commissioner are the members who check the vehicle’s features to know whether the vehicle is fit to ply on J&K roads, its life expectancy etc and after checking and testing the committee recommends the vehicle for government approval, for example I10 car has been approved but I 20 car has not given approval yet.
Being RTO Jammu what innovations have you brought in.
I believe in innovations and implementations. When I was CEO of Khadi and Village Industries Board I was given national award for best performance on October 2, 2008 to keep the KVI Board on number one positions for three consecutive years. This all happened because of my innovative ideas and implementations. As RTO Jammu I also brought innovations in the department. For public convenience the fee counter time was extended to three hours more as earlier its timing was 10 am to 12 pm. Board of Inspections was strengthened to check the fitness of vehicles thoroughly, introduced color code, got reserved seats from 1 to 11 for ladies in buses and from 1 to 8 seats in small buses. Licenses are given after testing up to satisfaction. To ensure more transparency every section is being computerized. Efforts are on to tie up with J&K Bank to receive RTO related fee, this all is being done for the public convenience. The foundation stone of new RTO building was laid seven years ago in Narwal Bala, but it was due to my efforts that its work is nearing completion now. For public safety measures traffic weeks are being held from time to time to make the people aware. Moreover, I always remain at the disposal of public after all we are the public servants.
Besides this, what is more contribution of your department?
We contribute Rs. 32 crore annually by way of fee being charged for licenses, registration of vehicles etc. On an average 80 to 90 licenses, besides 140 to 160 learners licenses are issued daily. In addition 70 to 80 vehicles are registered daily and thus the department generates Rs.12 to Rs.15 lakhs per day.
With these figures you can guess how hectic our work is. We tackle thousands of people daily. |
