Changing role of the police in the age of Materialism
3/29/2009 10:50:40 PM

By:- Khushwant. S. Ranial
The role of the police with the passage of every day’s life is changing fast in India to meet the urgent needs of civil society. Gone are the days, when police had to bank upon ill-devised techniques to extract reality and cover the criminal elements but now we are living in modern era where technological innovations and developments have equipped police with rich amount of infrastructure, arms and ammunition, communication, better transportation and interconnectivity for allied requirements to sustain with ever-growing pulls and pressures emanating from the different directions. The scale of barbaric approach to handle varied number of cases under the different provisions of laws has also faced a check due to problem oriented policing approach of the personnel in uniform. Now the settlements of issues are made at uniformity measuring the levels and degree of offences. Concept of high handed by certain vested elements have also sealed down. In other words, there can be seen a sea change among the police personnel’s attitude and behavioral aspects compared to and if equated with the men in uniform around three to four decades ago. Analytical studies of police functioning around 3-4 decades ago manifest clearly that earlier police barely opted for Random patrolling, quick response, follow up of criminal investigation that formed the bed rocks of policing for years together. However, what ever sea change we have come across in these recent years also ows its basis to the general public awareness with the sole aim to restore dignity of humanistic values with vigour and sincerity. The common man expects high of police activities. Thanks too the spread of education, has along enlightened the masses regarding their rights, duties and responsibilities. This two way interaction of police public coordination has definitely added onus on the police because public seeks police cooperation in every walk of life irrespect of the fact that whether it comes under the ambit of police or not, but rich expectations of public definitely forms police or part of system against her unwillingness. Such unexpected demand of the time has broadened the role of police in society them just enforcing the criminal law justice system. But such an undue exercise have raised the risk of erosion of balance of power of the police and made a laughing stock. Over indulgence in different fields have equally lowered the image of police because departments meant for different systems keep separate time based scheduled targets and stress from police as a projected party often fails to deliver good as required and desired by the projector. In spite of all this, awesome authority held by a police personnel, police barely manages to redress the true grievances of public solely because the gap of reposing faith between the two, i.e. police-public is far widened them expected. Had police become a political, its reputation will enhance and emerge better to grow upright and steadfast to offer due justice to the public. But police in India,

Unlike in European nations and the western developed nations still found claimed as a slave of her political masters. The net resulty inform of existing anarchy is an ample proof of the some. The US professional model of policing advocates rich discipline, brilliant use of personnel and technology as well as high standards of training to meet the needs of their public. They rate sincere duties as a virtue because system governance is a political towards police functioning. But here, reverse is the order. In foreign, whatever is advocated and forwarded by the police is held supreme by the judiciary but in India, reliance upon the police does not count any standing. Abroad efficiency is counted on how fairly, speedily and effectively police deals with a problem but in India our functioning is meddled with Nepotism, favoritism and unnecessary political indulgence Despite this fact that there is a voluminous strength of honest and dedicated personnel to discharge their duties but very often, their efforts fell short of their standings and intellect stature known for their integrity and devotion. This leads to the emergence of disorder and chaos is observed floating like a dried leaf on current of water. Nevertheless, successful functioning of police in a healthy democratic society rests upon the ability to maintain a certain degree of order without which a free society cannot function. The strength of a democratic society, the quality of life enjoyed by the citizens, are determined by the ability of police to discharge their duties efficiently. But to extract the best of a police personnel’s ability, overall benefits deserved by the men in uniform also needs to be highlighted. The first and foremost problem of police personnel is related to his duty hours, over hectic uninterrupted scheduled timings and lack of leaves facilities. These aspects are of score concerns. When an individual shall work for 16-18 hours a day with mounting pressure and back fires, stress and strains are bound to affect his personal feelings, emotions, thoughts and above all passion to do work devotedly. One losses charm to render yeoman’s service under such peculiar circumstances. Compounded with these narrated issues, also lies, problem relating to ill conceived transfer and promotion policy matters. Subjugation of such type of matters leads to dysfunctional approach distracting one’s attention to deliver goods in respect of the assigned task. Improper housing facilities and other benefits related to traveling bills, lying pending for months together to get nod of the DDO’s do cause affect on their personal initiatives in taking up of a challenging task voluntarily. Until and unless these core things are not addressed to there seems no scope of fruitful results. It is because only a satiated personnel having mental peace at hand can value the feelings of the other human-beings. One whose issues remains unaddressed and unattended by the concerned agents, it is no less than a joke to ask him carry or share the load. Hence, in gist, to meet the needs of police, effective policing is desired which can’t be gained in vague. For this society and Govt. has to be counter responsive in providing public corporation and logistics support wherever feasible for healthy governance of Indian democracy.
