| DM imposes restrictions within 3-km of IB.. | | | Early Times Report Kathua, Mar 30- District Magistrate, Kathua, Mandeep Kaur, in exercise of powers vested in her under section 144 Cr. P.C, has restricted the movement of any person or persons within three kilometers of the International Border (IB) during 8 pm to 5am. This order shall remain in force for a period of two months from March 30 to May 27, 2009. However, under exceptional circumstances, where the nearest SHO of the Police/Police Commander of the BSF Border outpost, Post commander of the Army is satisfied that it is essential for any person or persons to move about during curfew hours to seek urgent medical aid full cooperation and assistance be provided by Security forces in getting medical aid. Those persons needing emergency medical attention shall contact the nearest Security force/Police Post/Picket with a torch in hand and give proper identification to the Security Force Personnel on demand. Those persons needing to answer call of nature not having safety latrine/toilet facilities will also be expected to carry torch or some type of light in hand (like petromax/ hurricane)and should be as close to the residential houses practically feasible. They will also give identification and cooperate with Security force patrol on duty. This restriction is not applicable to the personnel of Security forces, Para Military forces, Police Personnel on duty working under district Superintendent of Police and any other Security Forces personnel, engaged in executing these restrictions.
