Jammu, Mar 31- Rubbishing the BJP and Panthers Party charge that nomination of eight persons to the Legislative Council was violation of the constitution of Jammu and Kashmir, Congress spokesman Ravinder Sharma, today said that there was nothing unconstitutional about nominating eight people to the Council. He said there were eight seats vacant and as per the constitution eight people were nominated to fill these seats When reminded of the accusations of the Panthers Party, Sharma said that when last time Bhim Singh, Panthers Party chairman, had been nominated to the Council was it in tune with the provisions of the constitutions. He said when Bhim Singh's nomination had not been found unconstitutional by the Panthers Party why should it now raise a hue and cry over the recent nomination of eight people to the Council However, leader of Panthers Party in the Assembly, Harsh Dev Singh said that the constitutional provisions were clear as far as nominating people to the upper House. He said it has been precedence that people who have literary background or those working in the fourth estate or those who have been prominent in fields or science, medicines, technology were usually nominated to the Legislative Council. He said that the purpose was to have those people nominated to the Upper House who could make valuable contribution to the parliamentary debates and discussion.” I do not think those nominated could make any valuable contribution,” Harsh De said. The Panthers Party leader expressed dismay over the way the coalition Government converted the Upper House into a rehabilitation centre for those who neither could win the Assembly election nor had any political and literary background and base. However, Ravinder Sharma described these charges as sign of "frustration" on the part of the opposition leaders.
