Selection of 300 candidates mostly relatives challenged
HC directs LAHDC to produce selection record

Jammu, Apr 01- In a petition filed by 86 petitioners challenging the selection of more than 300 candidates in Ladakh District allegedly selected by members of selection committee, Justice JP Singh of J&K High Court Jammu Wing directed Deputy Director District Employment Exchange Ladakh Autonomous Hill Development Council Leh to produce the selection record on the next date of hearing.
This direction was passed in a writ petition filed through Adv Tashi Rabstan in which it has been submitted that vide different notifications Ladakh Autonomous Hill Development Council through its Secretary invited applications for various posts including the post of class IV in different departments at District Leh. The petitioners being eligible for the said post had applied accordingly. The Deputy Director Employment Ladakh issued admit cards whereby the petitioners were directed to appear before the selection committee for interview from January 5, 2009 to January 11, 2009. The petitioners accordingly appeared before the selection committee and have done excellent in the interview. The respondents on February 11, 2009 selected more than 300 candidates but the petitioners’ names have not been figured in the select list.
During the course of arguments Adv Tashi Rabstan appearing for the petitioners submitted that petitioners came to know that the selection has been made by the members of the selection committee whereby most of the candidates have been selected amongst their relatives and the said selection has been made with malafide intention, in biased manner and backdoor entry because the same had been made on account of being influential persons liked by the members of the selection committee particularly Executive Councilor and officers being posted at District Leh because of the reason that private respondents No 11, 12 , 13 & 14 whose name has been shown in the select list are the real niece of respondent No 3 Deputy Director Employment. The list also clearly showed the selection of Roll NO 1755, 2659 are the real niece and nephew of the respondent No 5 then SDM Nobra/ Nyoma Ladakh Members Selection Committee. This respondent has also selected his own real niece and nephew as their name are figuring under Roll No 4152, 4507, 5080. Even they are residing a joint family in a same house. Not only this other members of the committee have also selected their relatives friends and nears & dears. The petitioners have also brought this fact in the notice of Minister for Tourism who is MLA of the Leh Constituency. Who on the basis of representation of petitioners had requested 2 Deputy Commission Leh vides DO letter dated February 13, 2009 to convene fresh interviews/selection of the candidates. The petitioners prayed before the Court for quashment of the select list issued on February 11, 2009 whereby selected/appointed the respondents in District Leh and also seeking quashment if any appointment/posting order issued by the respondents.
