| Central team reviews J&K security scenario | | Fresh security guidelines being issued to politicians | | ET Correspondents
SRINAGAR/ JAMMU, Apr 3: A high-level Central team, comprising Union Home Secretary, Madhukar Gupta, and Union Defence Secretary, Vijay Singh, returned to New Delhi this evening after thoroughly reviewing the overall security scenario in the State with top-ranking government functionaries and senior officials of Police, paramilitary forces and Army.
Before concluding the two-day visit, ahead of the first phase of Lok Sabha elections in Jammu & Kashmir, both the senior bureaucrats took a high-level meeting in the winter capital with senior officials of the State government. Chief Secretary, S S Kapur, and Director General of Police, Kuldeep Khoda, briefed the Union Secretaries about the security situation in the State and apprised them of the arrangements being made for conducting the Lok Sabha elections smoothly in the politically disturbed State.
Expressing satisfaction, the Union Secretaries said the elections in the State would be held in a free, fair and peaceful manner. Those present in the meeting included Financial Commissioner Home, Samuel Verghese, DG CID, Dr Ashok Bhan, Divisional Commissioner Jammu, Dr Pawan Kotwal, IG Jammu, K Rajendra Kumar, besides senior officers of the Army, CRPF, BSF and the Cental intelligence agencies.
Earlier, the Central team, which had arrived in Srinagar last evening and conducted a detailed interaction with senior Army officials at headquarters of 15 Corps before attending a dinner meeting with Chief Minister Omar Abdullah, took a review meeting on the security scenario with senior government officials, including civil, Police, paramilitary and Army officials.
DGP, Commander of 15 Corps, DG CID, IGP Kashmir, Divisional Commissioner of Kashmir besides senior officials of the central paramilitary forces participated in the meeting.
Informed sources said that the meeting deliberated upon a fresh security plan to ensure incident-free polling as also security of the candidates and politicians participating in the electioneering. While Police and armed forces were directed to upgrade vigil and tackle infiltration effectively, officials were asked to issue fresh security guidelines to all the political leaders and candidates. Remarkable emphasis has been laid in the revised guidelines over regulated and controlled movement of the politicians, asking them not to intermingle with crowds and not to venture out for any public meeting after sunset.
All the politicians and candidates, according to sources, are being provided adequate security cover, including PSOs, escort personnel and static guards at their offices and residences, in addition to ROPs, but they are being advised to inform Police about their rallies and public meetings in advance of their scheduled programmes and hold the same only after a clearance from the security agencies.
