EC fails to disburse Assembly poll honorarium

Jammu, Apr 06- Still waiting to receive their dues for their services rendered during the assembly elections, all class 4th employees and thousands of superior class employees in Jammu and Kashmir are finding themselves on a `sticky wicket’ as the Election Commission authorities are yet to make it clear whether the officials associated with the polling day duty for the Lok Sabha elections would get any honorarium or not.



Even as funds have been released for ultimate disbursement by the Election authorities to Drawing & Disbursing Officers and Deputy Commissioners, many of the superior class employees have been complaining that they have not received anything till date. Class 4th employees in Budgam and many other districts lamented that they had been outrightly rejected disbursement of the honorarium of Rs 10,000 each which had been announced for them at the time of their deployment on the day of polling in the Assembly elections.



Though the election officials have once again verbally announced that the employees wiould be paid honorarium on the analogy of 2008 Assembly elections for their services to be rendered for the upcoming Parliamentary elections in the state, there is no written order or circular issued either by the government or Chief Electoral Officer.

Sources said that the District Election Officer held a meeting with the government employees on Monday in Jammu and assured that the employees will be paid the honorarium at the analogy of the assembly elections.

However, when contacted Deputy Commission Jammu, Dr Mandeep K Bhandari said that his office has not received any order from the government with regard to the honorarium to be paid to the employees for the general elections.

Another problem confronting the state government employees was that they were yet to receive the honorarium announced to them for rendering poll duty during assembly elections. The election authorities and the state government has verbally offered honorarium to the government employees to be deployed for the poll duty across the state but the employees alleged that they were yet to receive the due assured to them for the assembly elections.

The sources in the state government said that the government had taken up the matter with the election authorities and they have released the honorarium for the employees who had performed duty during assembly polls last year.

The authorities had announced that employees performing one poll duty will be paid Rs 10,000 while for subsequent duties he or she would be paid Rs 5000 per day.

It had also announced insurance cover in the case of death and disability or injury during poll duty.

However, the employees claimed that they have not yet received the honorarium and the concerned authorities were completely denying of having received any amount from the state government.

Employees said that there was a clear government order bearing no.1448-GAD of 2008 dated October 30, 2008 which authorized each employee for a special incentive of Rs.10, 000 including TA-DA charges and same was to be paid by the concerned Deputy Commissioners but the concerned deputy commissioners have not received any remuneration for performing the Assembly election duty so for.

“Very few members of polling staff have received the honorarium and DA even after th

e lapse of five months” an employee having rendered his services during the recently held elections said here today. Official’s claimed that the amount was received late and has been deposited with the concerned district level election officers for further reimbursement to the employees.

“The employees who are yet to get the promised sum have been asked to deposit their bank account number with the election officer so that the amount /claims are deposited in the particular account number”, they added
