Tarigami for comprehensive educational policy

Jammu, April 09-Alleging that education sector in the state has not received due attention in the past resulting in poor human resource development, Secretary (CPIM) and MLA Kulgam Mohammad Yousuf Tarigami cautioned that if the trend continued the state would witness competitive human resource deficit
Addressing a function organized by Jammu and Kashmir +2Lecturers Forum on Annual Lecturers Day here today, Tarigami said that massive expansion in education sector both at elementary and higher level has been left without consolidation and provision of required infrastructure in terms of teaching staff, buildings and laboratory cum library facilities.
He said that due to insensitive approach towards human resource development by the authorities, the allocations have not been earmarked up to the required level in education sector. He said 6 per cent of GDP needs to be spent on education sector. “Right to Education Bill must be introduced in the Parliament to ensure universal compulsory education for any modern nation”, he added. He said that it was strange that even after 61years of independence India have over 380 million illiterate people. “The thrust towards commercialization of education and turning educational institutions into profit-making enterprises inaccessible to the mass of our young people must be reversed”, he stressed.
He also questioned the performance under total literacy campaign, Sarva Shiksha Abhiyan and mid-day meal scheme and said that these were not fulfilling the very purpose targets.

“Improvement in quality education and skill development among the students still seems a distant dream in the state due to poor performance of the government run educational institutions”, Tarigami said, adding that lack of accountability, proper monitoring and supervision, competitive curriculum and punctuality were absolute drawbacks in our education system..
“The reasons responsible for poor education system in the state indicate that the education department demands its overhauling where under proper teaching staff and necessary infrastructure is provided to the all educational institutions. He urged the government for devising a new education policy so that reforms in education system are put in place to do justice with the present and future generations of the state.
Referring to the demands of the Forum, Tarigami said that he would project these at the appropriate quarters to get these fulfilled. He appealed the teaching community to be role models for the social transformation and have their catalytic role in ensuring the healthy and speedy progress of the state.
While addressing the gathering, Comrade Sham Prasad Kesar, Regional Secretary of the party stressed for regularization of +2 principals and lecturers and running grades of the cadre at par with college lecturers and doctors and providing permanent teaching infrastructure to newly upgraded +2 schools to avoid adhocism and contractualism.
