Anti Ragging Draft Needs To Be Strictly Put Into Practice

India has remained a hotbed for the outnumbered social evils since centuries together .They either went into oblivion or eclipsed with the passage of time mainly due to the spread of education which revolutionized the thinking process of the common masses .Public realized about their unnecessary held whims, caprices ,old rituals and futile prejudices for no benefits at all. In other words ,knowledge raised the range of vision leading to weaning away the aged practices which were becoming irrelevant and obsolete .But all such changes were not the effort of any single entity but due to the collective efforts of everyone after realizing the gravity of the issues .Amidst the disappearance of the many social evils ,one is still surviving and rampantly spreading her venom in the form of ragging in the higher educational centers. With the mushrooming of the private educational institutions, having no direct control of the government over their academic structure ,this menace has deprived many families of their helpless and innocent children for no fault .Not only family but even society and the country has been deprived of their valuable services. The loss of anyone’s near and dear in their prime of the life due to unnatural death leaves deep shocking imprints on the minds of the rest of the family and friends .Many a times we have heard that brilliant cream of the society got wasted before blooming because they got victimized by the ill achievers and non serious students of the campus .It amply exhibited that those who were helm of affairs and were supposed to take deterrent steps in checking such prevalence of unwanted and undesirable clumsy practices did not prefer to personally intervene into the reporting of the ragging taking place within the campus and hostels by the seniors on their junior upcoming new counterparts.

Analytical studies have shown that most of the time the worst sufferers were none other than rural areas ,children from the poorer family background, students holding introvert nature or those ones who have been deprived of the vast social exposure leading to develop in them an inferiority complex or the individual of stubborn attitude to be inflexible in dealing the situation or respond to the stimuli abruptly thus giving his aggressor a chance to over power as per wish and coerce him/her to twist to their tunes to seek bliss. Ragging is not confined to a particular sex .Even fairer sex too enjoy in getting them involved in the ragging. They are not an exception in causing harm or becoming victim by their own fraternity .The degree and level of activities differs from person to person and from place and group to place and groups likings .Ragging involves cutting flimsy sarcastic remarks, racial jokes, cracking regional and religious jokes, beating, eve teasing, molestation ,stripping of the clothes, dancing, sodomy acts, abusive use of filthy language ,ridiculous behavior etc. This all sort of non sense nuisance goes unchecked till a new comer meekly surrenders to the tune of his old masters or breaks completely by gaining the tag of cowardice or an impotent to face the odd situations boldly. The horrible

Net effect of this type of irrational and illogical act carries an undue strain on the minds of feeble headed youngsters who either run away or commit the suicide or attempts to commit suicide to get rid of the unbearable pressure.

The impact of the ragging is not felt in the India alone but it is also prevalent in Germany ,Hungry ,Philippines, Japan, Indonesia and USA and other European countries where it is popularly known by the name of Hazing which meant to control stock animals but its nature and meaning has been changed to most appropriately in cutting and cracking jokes of ridicule ,rough and absurd nature to lower down other ‘s image in the eyes of onlookers .Generally such type of behavior is applied by the old natives upon the newcomers called greenhorns and lively Pasteur for the feedings. According to research the first male fraternity man to die was the son of a former civil war General at Cornell University in 1873.America suffers at least one death every year due to this ragging which is otherwise known by the name of hazing in last 30 years. Likewise in our country ,every year we come across twice to thrice the numbers in comparison to USA .The death of one junior doctor namely Aman Kachroo in the Kangra Medical institute due to the ragging by four of his seniors is the latest example of this year. All such type of incidents forces one to introspect and locate the reason behind such human rights violations .

India has tried her level best in curbing this menace but if bans in the European nations are any indication ,then they are doomed to failure solely because they’ re conducted in an underground manner. Instructions floated carries no weight age. in the eyes of perpetrators . No punitive action is being taken by those at the helm of affairs.The reason could be either due to the lack of will ,political pressure , fear of the stigmatization of the institution ,or the vested interests of loosing the monetary aid etc .Ragging costs a stigma on the fair name of the education and blot on the effective approach of the loose handed administrative machinery. In simple words ,ragging is a silent violence ,breach of faith ,crime against the body, and a vicious cycle of inhuman barbarism carried out under the loose hands and nose of those in whose care and custody parents leave their young ones to bloom and flourish .From my point of view ,the custodian of institutions are equally liable in fomenting the trouble and not taking appropriate measures timely to prevent such recurrences .Thus we can say that ragging is driven by the mental passion of the feeble minded persons who have no care and sense for the human aesthetics values.

In order to overcome this grave issue ,no doubt, Raghvan committee has proposed certain serious measures including lodging of an FIR against those students who are found guilty in ragging practice as well as rustication of those who are found indulging or abetting others in the perpetuation of the crime keeping criminal intention in mind. Even the UGC Vice chairman Ved Parkash has put forth certain recommendations which included punishments covering suspension, fine up to Rs. 25,000./=apart debarring the guilty from re admission in of the educational institute for at least 2 years .Also the report emphasized upon alma matters to be extra vigilant in taking timely action in the check of ragging otherwise gauge of derecognizing will take place in those cases as well. But one thing is certain that until an inner will is not there to shed this by the students community for the sake of amusement, mere imposition of rules and regulations is not going to solve the problem. The essence of moral education needs to be truly inculcated in true letter and spirit right from the middle standard which should focus on the understanding of concept the humanism .its dignity and integrity in the social milieu. Only when our young people gain respect for the human rights ,then such violations of norms will recede all together .However at the school levels and even at the higher educational levels ,keeping a high profile moral behavior should also be kept the sole criterion for the academic achievement before promotion to the higher grade. This step will also keep an hawk’s eye upon the unlawful and undesirable acts of the students to tread on the razor’s edge in securing the degree/diploma .The role of the parents ,teachers and students is to closely interact on the priority basis at the end of every month to sort any differences for cementing the relations. Ends cannot be achieved in the vaccum rather one has to jump in the fray of fire to gain such results. So let every body among us may strive at the personal and collective level to fight this issue to weed out this threat once forever.
