Passport not a cake walk for J&K commoners

Barring central and state government employees and in emergency cases, Tatkal passport would not be issued to anyone in Jammu and Kashmir for security reasons.

This information was given by the Regional Passport Officer (RPO) B S Manavian here during a programme last evening.

He said Tatkal scheme is applicable in all parts of the country except in Jammu and Kashmir and some border states for security reasons.

He said tatkal means an applicant can receive passport within 24 hours if he or she provides any three of the 14 documents approved by the Government of India.

Mr Manavian said in Jammu and Kashmir only cenral and state government and Public sector undertakings can apply under Tatkal scheme.

However, he said in case of emergency, including going for medical treatment, study and jobs, the RPO can issue a passport for one year provided proof is given.

He said his office is responsible for issuing passport to people in the Kashmir valley and Ladakh region.

''We have opened District Passport Centres (DPC) in all districts in the Valley and Ladakh region where application forms are issued and accepted from the applicants.'' He said DPC are functioning from the office of Superintendent of Police in these districts. However, he said, we have yet to open DPC in recently created districts, including Bandipora, Kulgam and Ganderbal.

Mr Manavian said passport seva project was being introduced which will help an applicant to get passport within three days.

He said applications are now accepted online which would help avoid delay caused in manual process.

''We encourage people to file their applications for passport online,'' he said, adding we have now posted a man in our office with a laptop to encourage those seeking new passport to file the applications online.'' However, he said, the applicant has to send the other documents by post or deposit them personally at the RPO office.

''We will approach police and CID for verification of any person applying through online system,'' he said adding they too will give us the reply through the same system which will avoid any delay.
