| Gujarat model for industrial promotion to be introduced in J&K | | | EARLY TIMES REPORT Jammu, Apr 16- The ruling coalition has plans of introducing the Gujarat model for promoting industrial sector in Jammu and Kashmir. Though the successive Governments in the state had evolved a new industrial policy providing for a single window clearance for new projects, the policies had failed to attract industrialists from outside the state. The reason was that the single window system had some inherent shortcomings. Official sources said that the Gujarat model for industrial development has attracted the attention of the Chief Minister, Omar Abdullah, who sent his political adviser to Ahmedabad for studying the policy which Narender Modi had adopted for development of industrial sector. And during the last six years Gujarat has been on the top as far as the opening of new industrial units is concerned. Sources said that the political adviser has submitted his report to the Chief Minister. The state authorities will take up the matter with the central Government after the new Lok Sabha was constituted and the new Government was formed in Delhi. The idea behind introducing the Gujarat model was to end red tape and corrupt practices in clearing the new projects. Reports have reached the Chief Minister that those connected with the Industries Department and the State Industrial Development Corporation, besides the authorities in Power Development Department, Environment, and Public Health Engineering were seeking pound of flesh from each new industrial entrepreneur before giving their clearance. In one case of an entrepreneur, who had decided to set up first ever paper mill in Jammu, the state authorities raised one objection after another with the result that the project has been pending for the last over one year. The entrepreneur had violated some land acquisition norms but the concerned authorities should have given him concession and had it been done his unit would have been functional for the last nine months. Sources said that the ruling coalition has decided to lay emphasis on promotion of industrial sector which could help the Government in reducing the intensity of the problem of unemployment. At present there are over 1.10 lakh educated youths registered with the Employment Exchanges in the state. The Government also has started a dialogue with the Corporate India at the highest level. The first fruit of this dialogue has been the laying of a foundation for a major industry by a leading industry Group in the country. After the Lok Sabha elections were over the state authorities will resume the dialogue with the Corporate India.
