Panchayat polls likely in October-November.

Jammu, Apr 20-The Congress-NC Government is committed to hold Panchayat elections soon after the end of the Lok Sabha poll. Government sources today said that the National Conference, which shares power with the Congress, is keen to undo the damage that had been caused to the Panchayat Raj when about 1300 Panchayats had been dissolved in 2003.The reason for the dissolution was that the Panchayat election held in 2001-2002, after a gap of 25 years, had not covered more than 1,000 Panchayats because of security reason. Hence the PDP led Government decided to dissolve these committees and hold fresh elections for all the 2100 Panchayat committees. Again because of security reasons the elections were delayed.
Now the National Conference leadership is keen to hold the Panchayat election in the coming autumn season. Government sources said that the Panchayat election may be held somewhere between October and November 2009.The Government is eager to complete the Panchayat poll as it will prefer these elected committees to play their role in proper implementation of several schemes of national importance. These committees will monitor the utilization of funds earmarked for schemes like Rural Employment Guarantee Act, Backward Region Grants Fund, Integrated Watershed Development programme, Drought Prone Area Programme and Indira Awaas Yojna.
Sources said that since the state Government has amended the Panchayat Raj Act in tune with the 73rd and 74th amendments to the constitution of India the Panchayat election may help the Government in ensuring women empowerment. For women there is 33 per cent reservation in Panchayat committees and urban bodies.
