Govt. accords sanction for prosecution of Xen, Ors

Jammu, Apr 21- The Government has accorded sanction for prosecution of Sher Mohammed Khan resident of Gujjar Colony Channi Himmat Jammu the then Executive Engineer PWD (R&B) Jammu and Mohammed Shafi at present Gujjar Bakerwal Hostel Residency Road Jammu for possessing disproportionate assets.
According to the secret enquiry conducted by Vigilance Organization that Sher Mohammad Khan, then Executive Engineer, PWD(R&B) Jammu during his service career by indulging in corrupt practices has raised assets disproportionate to his known source of income. During his service period Khan amassed wealth disproportionate to his known source of income. It was alleged that accused officer was in possession of commercial building at 65-Channi Himmat Jammu, two storeyed building at Bhatindi on a piece of land measuring I Kanal l0 Marlas, land measuring I Kanal falling under situated at Kursoo Padshahi Bagh, Srinagar besides cash deposits of lakhs of rupees in various bank. It was also alleged that the suspect possessed other valuable movable and immovable assets apparently disproportionate to his known source of income. During the check period extending from May, 1992 to July 2004 the assets worth Rs. 54, 18, 0481 the accused was also found to have incurred an expenditure of Rs. 5, 58, 205 on verifiable items of expenditure and 30% of his total salary was deducted on account of expenditure on non-verifiable items of expenditure incurred by the accused during the check period.
During the investigation it has been revealed that total income of accused from salary after deducting expenditure on non-verifiable items and other sources has been found Rs 38, 22, 517 and the value of assets disproportionate to his known source of income comes to Rs 21, 53, 736.
The investigation conducted by the Vigilance alleged that accused Sher Mohammed Khan in order to facilitate encashment of cheques issued by tenant department fraudulently and dishonestly opened Joint Account No. 30390 in the name of his two brothers-in-law (so called share holders) in State Bank of India, Branch Gandhi Nagar, Jammu by utilizing the services of Mohammad Shafi and Kala @Riaz (impersonators), a case u/s 5 (l) (e) r/w section 5 (2) J&K P.C. Act, 2006 and section 419,420,467,468 and 471 is established against the accused Sher Mohammad Khan son of late Misri Khan resident of House No. 65 near Gujjar Colony, Channi Himmat, Jammu, then Executive Engineer, PWD (R&B) Jammu, Mohammad Shafi son of Mohammad Hashmat resident of Village Channa, Tehsil Mahore District Reasi at present Gujjar Bakerwal Hostel, Residency Road, Jammu, and Kala son of Mithu of Village Channa Tehsil Mahore District Reasi
In the meantime the Government has also accorded sanction for prosecution of Farooq Iqbal Qazi resident of Mohalla Ustad Jammu then Patwari Halqa Delli Jammu, Shanti Saroop Gupta then Tehsildar Jammu(Now retired) and Baldev Singh alias Papa for commission of offences punishable u/s 5(1) (d) r/w section5 (2) J&K P.C. Act, 2006and section 467, 468, 471 and 420, and 120-B RPC.JNF
