| Regulation of Traffic in J&K State | | DB asks AG to file compliance reports | | Early Times Report Jammu, Apr 21- In a much publicized regulation of traffic in the state of J&K, a Division Bench comprising Chief Justice Barin Ghosh and Justice Hakim Imtiyaz Hussain of J&K High court Jammu Wing allowed an application filed by the state Government seeking permission to allow heavy vehicles to enter the cities of Jammu and Srinagar during day time, in particular during peak hours for loading and unloading of official records of Civil Secretariat, High Court and other move offices in connection with annual Darbar move. DB observed that the application should be allowed, otherwise the same would prevent smooth annual office move and accordingly permitted the state to take heavy trucks inside the cities of Jammu and Srinagar during day time and peak hours from April 23, 2009 until May 5, 2009, with the direction that each truck permitted to enter the cities of Jammu and Srinagar, shall carry a legible display stating that the truck is involved in Darbar move and accordingly has been permitted by the Court to enter the cities of Jammu and Srinagar. In the petition filed by J&K All India Taxi Sumo and Ors, DB asked Advocate General to ensure filling of the latest compliance reports in terms of the earlier orders of this Court passed in this writ petition as the Sr. Adv DC Raina Amicus Curiae has drawn the attention of the Court to various orders passed by this Court from time to time on this petition. He has prepared a compilation of those orders, including the directions of the Court, compliance thereof, as reported, and the part of the court directions that remain to remain to be complied with. Advocate General further asked to look into those parts of the Court’s order which have remained to be complied with and arrange appropriate address of those of parts of the court orders. In the compliance report, it would be appropriate to indicate separately those directions which are yet to be complied with and for the first time reported to have been complied with, if not complied with the reasons therefore. DB further observed that these orders passed by the Court as contained in the compilation would help the state government to prepare an appropriate scheme to address the various issues relating to regularization of traffic moment in the state and other aspects concerned, which have been highlighted by the court in its various orders. DB asked the state Govt to prepare such a scheme and produce the same for the consideration of the Court and directed to list the matter on August 10, 2009. JNF
