The seminar was attended by a large number of engineers from various departments and organizations. The seminar was chaired by Inderjit Singh, FIE, former Chief Engineer, Irrigation & Flood Control Department and presided over by B. B. Gupta, FIE, Chairman of the centre. The speakers emphasized on cooperation and regular exchange of information between riparian states so that the trans- boundary river waters can be used in an equitable, reasonable and optimum manner with due diligence, ensuring thereby that no significant harm is made to other water sharing state. Further, it was strongly desired by the speakers that J&K Govt. should take up the matter of early construction of Shahpur Kandi Dam with Punjab Government to enable J&K state to utilize its full share of water from Ravi River. Losses suffered by J&K state for the last 20 years because of non-availability of its twenty percent share of total power to be generated at Thein & Shahpur Kandi dams also came to fore. It was highlighted that J&K had to purchase power at much higher rate of power tariff from northern grid thereby incurring substantial cost which could had been avoided otherwise.
