| Kapur reviews work progress in Doda | | | EARLY TIMES REPORT JAMMU, APRIL 27- Chief Secretary Mr. S. S. Kapur has called for accelerating the development works being executed under the State and District plans as well as the different centrally sponsored schemes so that the benefits of welfare schemes percolate to the masses in the far-flung and hilly districts of Kishtwar and Doda. The Chief Secretary was speaking at high level meetings of officers held at Kishtwar and Doda today to review the physical and financial achievements registered by various departments under District and State sector plans in the last financial year in Kishtwar and Doda districts. Besides, achievements registered under different centrally sponsored schemes like NHRM, SSA, NREGS, DPAP, PMGSY, GREF and tourism promotion being implemented under Kishtwar and Bhadarwah Development Authorities and ongoing JKPCC works in the districts were also discussed in detail. Financial Commissioner, Planning and Development, Mr. S. L. Bhat, Heads of different departments like Health, Social Welfare, CAPD, Rural Development, Fisheries, Sericulture, Agriculture, Horticulture, Sheep/Animal Husbandry, GREF, and other district and sectoral officers participated in the meetings. Giving a brief resume of the development works executed in the year 2008-09 in Kishtwar district, the District Development Commissioner (DDC), Kishtwar, Mr. G. R. Bhagat said that an amount of Rs.2621.22 lakh was allocated under the district plan during the year, out of which expenditure worth Rs.2427.34 lakh was incurred under the district sector schemes. He said that Rs. 257.50 lakh was released as loan component under NABARD, out of which Rs.210.06 lakh was spent under R&B and PHE sectors in the district during the same year. The details of ongoing development schemes like construction of OPD block in District Hospital Kishtwar, road links under PMGSY, tourism projects initiated by Kishtwar Development Authority were also deliberated in the meeting. Likewise, in Doda district, the DDC, Doda Syed Sharief-ud-Din informed the meeting that Rs.3091 lakh were spent under District plan during the year 2008-09 on various development works. Addressing the meetings, the Chief Secretary said that special focus is being laid on bringing the far-flung areas of the State on the development map of the State, adding that upgradation of infrastructure in these pockets is essential for achieving equitable development of the State. He said that emphasis should be on taking the welfare schemes to the grassroots level for all-round socio-economic development and upliftment of weaker and marginalized section of the society. Calling for fanning the benefits of welfare schemes to the deserving masses, Mr. Kapur stressed upon the officers to introspect on their performance and delivery system for coming up to the expectations of the masses. Financial Commissioner, Planning and Development, Mr. S. L. Bhat, while speaking on the occasion stressed upon the field functionaries to push forward the development schemes in a pro-active manner to achieve all-round development in the districts. He asked them to work in a coordinated way to accomplish the desired results and ensure that benefits of development reach every nook and corner of the districts.
