Between poll codes and ‘Darbar Move’, Jammu searching for Govt

Jammu, April 27: It was Governor’s administration and the Model Code of Conduct prevailing when the highest seat of power moved into the Winter Capital November last and with the little and lost opportunity in between, the poll code is still in place that the seat of power has moved to the cool summer environs of Valley for next six months leaving Jammu looking for the government to reach out to.
The 135- year-old trend of Darbar move has devoured billions of rupees from the state exchequer, even when unemployed youth are on the streets demanding employment.
Darbar move has devoured billions of rupees from the state exchequer so far. Jammu and Kashmir is the only state in India where Darbar (government offices of all departments) are shifted bi-annually. As a part of the bi-annual move of offices from Srinagar to Jammu in the first week of November and as per the scheduled the Darbar is closing in Srinagar on October 26 and reopen in Jammu on November 5. As a routine Darbar move once again took place and officers and officials after getting move allowance amounting to Rs 5000 are getting ready to enjoy cool breeze of Kashmir.
Darbar move which is in vogue since 1872 during the reign of Dogra ruler Maharaja Gulab Singh people of both the regions have welcomed it. But the worst suffers are common people of both the regions, who have to face lot of hardships to get their work done.
As offices closed for next months in Jammu on last Friday, this was perhaps mere formality of locking the doors in Winter Secretariat as people could not really access the government for prolonged Model Codes of Conduct and elections for Upper Houses of State legislature and Parliament in past months. It was on January 5, 2009 that new Government headed by Omar Abdullah took charge of the administration after revoking the Governor’s rule. People of the region were expecting that with installation of young person as Chief Minister, of the trouble torn state the pace of development will gain momentum, but no such movement was seen as this new cabinet became busy with budget session and in nominating of new members for Legislative council.
Nomination of MLC’s was in progress, process for nominating members for Rajya Sabha was also announced and entire govt once again became busy to choose MP’s for upper house. During this period no work was done and the people with whom the coalition partners had made promises were not fulfilled.
The elections for Rajya Sabha were compelled that after some days Election Commission of India announces date for Parliament elections and model code of conduct came into force and leaving people once again helpless to get their work done.
During this period no cabinet expansion took place as the ministers whaling more than one portfolio were not in a position to do justice. Keeping all this in view six months of darbar in winter capital yield no result.
