| CS for timely completion of developmental projects | | | Early Times Report UDHAMPUR-APRIL-28:-Chief Secretary, Mr. S.S. Kapur has impressed upon the officers to rejuvenate their efforts in completion of works within a stipulated time frame so that benefits of different development and welfare schemes percolate to the masses for ensuring their socio-economic transformation with a focus on centrally sponsored schemes designed for unemployed and economically weaker sections of the society. The Chief Secretary was addressing a high level meetings of officers held at Udhampur to take review of physical and financial achievements recorded under different sectors during last fiscal here on Tuesday. Financial Commissioner, Planning and Development, S.L.Bhat, DIG Udhampur-Reasi Range, G.S. Slathia, Director Area Planning, M.H. Malik, DDC, Udhampur, Ajay Khajuria, Divisional and District heads of various departments were present in the meeting. The Chief Secretary instructed the DDC that all such road projects initially taken by Roads and Bridges or Rural Development which fulfill the norms of PMGSY may be submitted to the Government of India for sanction under PMGSY Phase-VII. Likewise, the major projects of road connectivity and water supply schemes in the district be identified for Asian Development Bank funding to be implemented through ERA, he said. Mr. Kapur also instructed for according priority to ongoing works. To work out the ways and means for the transfer of remaining 39 water supply schemes to locals of the area concerned under Swajaldhara scheme, Mr. Kapur asked the DDC to carry out a review of the completion of these water supply schemes so that water scarcity could be minimized in rural habitations to a greater extent. Similar instructions were issued for the completion of major projects under execution by Economic Reconstruction Agency (ERA) with special reference to 47 meter span bridge at Kaghote and 45 meter span bridge at Kuh Nallah. Mr. Kapur called for involving maximum number of unemployed youth under the ambit of Prime Minister’s Employment Guarantee Programme (PMEGP) for setting up of their business ventures enabling them to stand on their own feet besides helping in providing employment to unemployed. Financial Commissioner, Planning and Development, Mr. Bhat underscored the need for timely submission of utilization certificates of centrally sponsored schemes pertaining to different departments to Government of India for getting timely additionalities. He called for formulation of integrated district plan on the lines issued by the Planning Commission. He said separate provision be kept for compensations like land acquisition cases, liabilities and court cases etc. Giving a brief resume of physical and financial achievements made during last year, the DDC, Udhampur said that against revised allocation of funds of Rs. 4298.73 Lacs, an expenditure of Rs.4225.32 Lacs was listed thereby utilizing 98.29 per cent allotted funds in execution of works in the district. Detailing the new thrust initiatives taken up by District Administration in different sectors during the last fiscal, the DDC said that a proposal to provide better inter-district connectivity and also an alternate route to Doda and Kishtwar districts, a proposal for construction of road from Sudhmahadev to Marmat has been mooted for which the survey work was under progress. Special funds need to be allocated for taking up the said road project for its execution, he urged. Other initiatives like approach road to historical Krimchi temple complex and widening of 1 KM stretch of Dhar road from TCP morh to Slathia Chowk, Udhampur, were also highlighted in the meeting and sought appropriate funding for their completion. The main demands projected in the meeting included installation of C.T. Scan in District Hospital, filling of vacant posts of doctors in health institutions, sanctioning of posts of doctors and para-medical staff for newly constructed 100-bedded additional block in district hospital complex, Udhampur, provision of additional water tankers etc.
