| JMC selling sky space worth millions but filth remains beneath | | Rs 1.27 Crs was realized from outdoor advertisers in year; no mobilization plan on civic amenities | |
EARLY TIMES REPORT Jammu, April 29: An impressive Rs. 1.27 crores per year is the income of Jammu Municipal Corporation (JMC) from sub letters engaged in providing outdoor advertisement space for hoardings display to its customers across the City of Temples, still corporation is unable to provide civic amenities (cleaning of drains, lanes, interrupted water supply and street lights etc) to the citizen of Jammu city. “Rs 300 hundred are charged for every per square foot for each hoarding of an outlet irrespective of number of the boards being installed there” said Revenue Officer JMC Satish Khajuria and added that any hording installed on private property complimentary will be treated as illegal and will be dismantled. It is relevant to mention that last time contract was given to Selvel company of Bangalore for the time period of ten years in May 1999, which is reaching to end in the month of May 2009. Sai Advertising is already providing space to customers for the extended areas of newly carved 26 wards only. According to JMC officials Selvel is working from ward 1 to ward 48 and Sai Advertisers are working from ward 49 to ward 74 and pay Rs 36 lakhs and Rs 91 lakhs respectively to JMC. Officials believe that it is mandatory for them to execute subletting agencies for the task to stop corruption and favoritism in the department. Sandeep Mawa of Sai Advertisers while talking to Early Times informed that his company has a target of Rs 1 crore per year of which rupees 91 lakhs has been submitted against the sum of Rs 19 lakh by Selvel for the last one year starting from the month of October 2008. Expressing confidence to fulfill his target Mawa said as the date of pervious contract is reaching to expiry besides due to impact of recession a few hoarding are lying blank. It is to be learnt that ten years back rate of selling space was low which gradually increased with the passage of time and that is reason that new bidders have to bid at highest rates. However, office bearer of Selvel when contacted said that whenever the time comes for new bids his company will also bid after going through terms and conditions. He said that difference in amount of revenue deposited is not criteria for getting the contract through. Sheding light over terms and conditions he informed that target amount set by corporation is the main object. Selvel performed as per the norms set by corporation, he added. Pervious contract is concluding on 31st May and new tenders will be invited by the interested parties in the coming month and this time corporation has kept target of Rs. 2 crores for 48 wards going to bid, informed sources. “It is prime duty of the JMC to provide facilities of civic amenities satisfactorily to the citizen who pays for these services. But it is unfortunate that no one is concerned despite maximum people become the victims of diseases caused by various type of pollution created due to negligence of JMC authorities” said Sham Sunder. Meanwhile, JMC has launched a special drive against the unauthorized hoardings not permissible as per traffic rules which are responsible for accidents were removed by the enforcement wing of the JMC. To streamline the entire area Municipal Commissioner has directed the staff to continue the drive in all parts of the city vigorously and take action against the offenders under the provision of J&K Municipal Corporation Act 2009.
