End Uncertainty of Reorganisation of statehood of J&K | | | Omkar Dattatray
Exactly six years before on August 5 and 6, the centre revoked the special status enjoyed by the erstwhile state of Jammu and Kashmir. At the same time after the abrogation of the controversial Article 370, revoked the statehood to Jammu and Kashmir. Repealing of Article 370 was understandable as from the days of Jan Sang, removal of Article 370 was the item of agenda and from the birth of BJP, abrogation of Article 370 was an item in the election manifestoes of BJP. Not only this, it was the ideology and philosophy item of the saffron party. But revocation /snatching of the statehood of Jammu and Kashmir was an assault on the rights of the citizens of J&K and it was not less than stealing the statehood and the people of Jammu and Kashmir took it as an assault on their identity and some opined it to be akin to the murder of democracy. The erstwhile state of Jammu and Kashmir was downsized and divided into two union territories of Jammu, Kashmir and Ladakh. It was a big blow to democracy. We have heard UT’s to be transformed into full-fledged states but have never ever seen a duly state to be downgraded into a UT until GOI snatched the statehood to Jammu and Kashmir. Full six eventful years have passed since the state was stripped of its statehood. However, from day first of revocation of statehood, it was promised that full statehood will be restored to Jammu and Kashmir at an appropriate and opportune time. Prime minister Narendra Modi, Home minister Amit Shah and several leaders and ministers of BJP have said that downsizing of the J&K state into UT is a temporary phase and at the appropriate time, statehood will be granted back to the people of Jammu and Kashmir. More often than not Prime minister Modi and Home minister Amit Shah had stated in Parliament that statehood will be restored to Jammu and Kashmir at the opportune time. The traditional political party National Conference, ,PDP, Apni Party,CPI-M , People’s Conference and other parties have been demanding restoration of statehood to Jammu and Kashmir. Grand old party Congress has been demanding statehood to Jammu and Kashmir. Not only the various political parties both local and national have been demanding statehood to Jammu and Kashmir but the common people of Jammu and Kashmir have also been demanding statehood to Jammu and Kashmir but of no avail as all pleas, demands, requests and demonstrations fell flat on the rulers of the centre as they are turning a deaf ear to the demand of the restoration of statehood. Now the NC is planning to move to the Supreme Court so that a direction is issued to the centre government to the effect of restoration of the statehood. Even a writ petition in this regard is in the top Court and it has fixed August 8 as the date for hearing the case. On the sixth anniversary of the revocation of statehood, Congress, NC and PDP has protested in Jammu and Srinagar for the restoration of the statehood at the earliest. Omar Abdullah and Farooq Abdullah have been the strong advocates of restoration of the statehood to Jammu and Kashmir and both these leaders of NC have been taking this matter of restoration of the statehood with the centre but nothing positive is coming out of the pleadings of the chief minister Omar and former chief minister and present president of the NC. Omar has been on the pursuit of the statehood but the central government is not heeding the request of the restoration of statehood and all pleadings and requests find their place in the dustbin. The only thing Modi government is saying time and again and ad infinitum that statehood will be restored to Jammu and Kashmir once the situation becomes feasible that is at the appropriate and opportune time. It seems to be the tactic to delay restoration and buy the time as the Modi government is in no hurry to grant statehood to Jammu and Kashmir. The erstwhile state has been reorganised by virtue of the Jammu and Kashmir re-organisation Act 2019 and since then Jammu and Kashmir remains as a UT. There is great uncertainty about re-organising of the UT in to state. This uncertainty is impacting on the governance, transparency and administration of Jammu and Kashmir. The worst is that there are two power structures and centres and the middle level and lower -level bureaucrats do not understand to whom to obey and whose directions they should carry forward, with the result that administration of the UT is the first casualty. There is big uncertainty and instability and in such a politico -administrative scenario, the people of both the divisions of Jammu and Kashmir are the worst suffers and the central leaders seem to be enjoying this with sadistic attitude. Recently on the sixth anniversary of the abrogation of Article 370 and bifurcation of the erstwhile state of Jammu and Kashmir, Prime minister Narendra Modi and HM Amit Shah met the president Droupdi Murmu and interacted with the first lady on the political scenario and it seemed to be the courtesy call. But the timing was such that political Pundits and media as well as the common citizenry made speculations that something big is going to happen in the country so for as the reorganisation of Jammu and Kashmir union territory is concerned. The rumours started to make rounds that Jammu region will be converted into full statehood and Kashmir valley will continue to remain as Union territory without a legislative assembly. There was concern in political circles and among the people. Chief minister Omar Abdullah said that nothing will happen on the anniversary of the abrogation of article 370 and downgrading of the state. These were pure rumours and speculations as nothing happened. Omar Abdullah,Farooq Abdullah, Mehbooba Mufti and Qarra the Pradesh Congress chief all demanded immediate statehood to give some relief to the people of Jammu and Kashmir. Restoration of statehood is the most genuine demand of the gullible people of the Jammu and Kashmir and so this demand should be met. Modi government should fulfil its commitment and restore statehood at early possible time to heal the bruised psychic of the people and also their wounds. There is alienation and an attitude of no belongness among the masses and so to remove the alienation of the people and give them the sense of belongingness, the restoration of the full statehood is the best and only tonic. The uncertainty and instability should not be allowed to continue and the demand of restoration of the statehood to Jammu and Kashmir should not be either be allowed to linger rather the central government should take an early call and restore the statehood to Jammu and Kashmir and in this lies the good of the centre and Jammu and Kashmir. |
