| GH wardens repatriation plea dismiss | | | Early Times Report
Jammu, May 05- Dismissing the appeal filed by Manzoor Hussain Gulshan who vide order of October 16, 1987 was appointed as teacher and transferred as Warden in November 1987 and later repatriated to his parent department Justice Virender Singh of Jammu and Kashmir High Court observed that in view of the Court the controversy involved in the instant writ petition revolves around the principle question relating to service status of the petitioner. The claim of the petitioner is that he was appointed as warden in Gujjarand Bakerwal hostel Doda by mode of transfer. It is not in dispute that there were no service rules governing such appointment. It is only in the year 2003 the state came up with the policy which envisaged a procedure for filling-up the posts of wardens in the Gujjar and Bakerwal hostels by procedure that social welfare department shall obtain a panel of three officers from the education department for appointment as warden Gujjar and Bakerwal Hostel. The selection from the panel provided by the education department shall be made by the committee consisting of officers Principal Secretary to Government Social Welfare Department, Director School Education, Director Social Welfare Dept and Secretary Advisory Board of Gujjars and Bakerwals. The recommendations of the selection committee shall be passed by Social Welfare Department to the GAD for issuance of order. With these observations Court dismissed the petition along with connected CMPs and vacated the interim directions issued. JNF
