| TO CEASE FIRE OR NOT: THAT IS THE QUESTION WITHMILITANTS | | |
Srinagar,September 23 :-Though Hizbul Mujahideen supremo,Syed Salahuddin,is under pressure from thePakistan establishment and a couple of europeanagencies for declaring ceasefire during the month ofRamzan,he is in a fix because he has fears that evenif the United Jehad Council backed for the decisionLashkar-i-Toiba,Jaish-e-Mohammad and Al Badr,whichmatter in Jammu and Kashmir,may not cooperate withhim. Since Jaish and LeT and Al Badr are not members ofthe United Jehad Council it is not mandatory for themto abide by the decision of the Council. Official sources told Kashmir Independent Press (KIP) hereon Saturday that it was under the pressure of thePakistani establishment that Hizb spokesman,EhesanIllahi,had stated recently that Hizbul Mujahideen wasready to go in for conditional ceasefire.Hisconditions included demilitarisation,release of alldetainees and end to human rights violation by thesecurity forces in Jammu and Kashmir. Sources said that other constituents of the UnitedJehad Council objected to the way Hizb leader hadannounced the outfit's conditional offer ofceasefire.And again the Hizb leadership had to retractits announcement under pressure from the Councilmembers. According to the official sources Syed Salahuddinhas conveyed to the Pakistani establishment that hewas ready to offer ceasefire provided it was backed byLeT,Jaish and Al Badr. The state Government,sources said,was ready to direct security forces to enforce ceasefire once themilitants were ready to respond.Hence the Governmentawaits the final decision of those militant outfitsthat matter in Jammu and Kashmir and the latter arewaiting for the Government to take the initiative. Security experts in Kashmir are of the opinion thatan offer of ceasefire by militant outfits,excludingLeT,Jaish and Al Badr could prove a meaninglessexercise. They recalled that the Government's declaration ofunilateral ceasefire three years ago had provedcounter productive because during the cessation ofoperations by the security forces militants succeededin carving out fresh bases in the state. |
