| Bhandari discusses counting arrangements | | | Early Tiems Report Jammu, May 07- Returning Officer, Jammu Parliamentary Constituency (Deputy Commissioner Jammu) Dr. Mandeep K. Bhandari today convened a meeting to discuss counting arrangements for the Parliamentary Elections 2009 which is scheduled to be held on May 16. Assistant Returning officers of all the 20 Assembly segments and other election related officers attended the meeting. It was disclosed in the meeting that the counting for all the 20 Assembly segments of the constituency will be held at Government MAM College and Government Polytechnic College (Boys) at Jammu on May 16 and the counting process shall start at 8 am sharp. Bhandari exhorted upon all the AROs to put in place all the arrangements like deployment of counting staff on each table, mode of transmission of trends, installation of PAS etc well in advance and each ARO shall visit personally to their concerned halls two days before the counting to ascertain whether the required arrangements have been properly made to avoid last minute confusion. They will also sort out the pending issues, if any and bring to the notice of the Returning Officer and collect the entry passes of their counting staff and report to his office at 5 a. m on counting day. The Assistant Returning Officers will display the lists of counting employees at conspicuous places and ensure that the counting staff enters the hall by 7.30 a.m. The round-wise trends should be routed to data transmission centre and media centre for facilitation of the media persons and no two or more rounds be clubbed together in any case as per the guidelines of the Election Commission of India, he said, adding that the authenticity of the round-wise trends will be the sole responsibility of the concerned ARO. It was also decided that after the declaration of results, the EVMs and election records has to be sealed and deposited with the concerned District Election Officer. Assistant Returning Officers of Rajouri and Poonch Assembly segments shall make advance arrangements for transportation of EVMs to their District Headquarters. Dr. Bhandari further enjoined upon the AROs to bring with them the required documents in the counting hall which includes presiding officers’ dairies, metal seal, Register 17-A, Register 17-C, one laptop with printer, table sheet, Form 20 for round-wise entry and stationary required well in advance. He asked the officers to leave no stone unturned to ensure smooth counting of votes for Jammu Parliamentary constituency as it is considered to be the most crucial event of this mega democratic exercise.
