| State’s power regulatory body likely to get full bench | | | EARLY TIMES REPORT Srinagar, May 10- With incumbent chairperson and the lone member retiring on May 21, the state government has decided to appoint all the three members to fully strengthen the State Electricity Regulatory Commission. The sources said that Chief Minister, Omar Abdullah, who also holds the power portfolio, has conveyed a meeting tomorrow and is scheduled to be participated by the Chairman Central Electricity Regulatory Commission (CERC) Dr Parmod Deo and Commissioner Secretary Power Development Department, Jammu and Kashmir, Sandeep Naik. The meeting, sources said, is likely to finalize the name of the new chairman of the SERC—a statutory body setup under an act of the State Legislature to regulate power sector in the State— besides two other members. Sources said that the committee would make only selection of the members and it will be after May 16, when the Model Code of Conduct ends, that the names would be made public. The SERC act has the provision for three members. While incumbent chairman, K B Pillai is attaining age of superannuating on May 21, the other two vacancies have remained unfulfilled since its inception. Sources further said that the need to strengthen SERC was felt as Baglihar has started commercial generation of electricity and only State Electricity Regulatory Commission has to finally decide the generation tariff. Further, the Government is also going to start work on three new projects—Ratley in Doda district and Parnai in Poonch district of Jammu and New Ganderbal in valley. The provisions of the act provides that the Commission has to determine the tariff for electricity, wholesale, grid, bulk or retail, tariff payable for use of the transmission facilities and to regulate power purchase and procurement process of the transmission utilities and distribution utilities including the price at which the power shall be procured from the generating companies, generating stations or from other sources for transmission, sale, distribution and supply in the State. The Commission has also to regulate the interstate transmission of energy including tariff of the transmission utilities, regulate the investment approval, for generation, transmission, distribution and supply of power to the entities operating within the State.
