| Dismantle militants' communication network | | | | The killing of Osmama,a Divisional Commander of Lashkar-i-Toiba,in Doda has seemingly added new dimensions to the militancy related scenario in Jammu and Kashmir.Osmama,a resident of Faridkot in Pakistan,was not illiterate and a mere goon like militant.He was well educated and an expert in computer programming.This was evident from the way he had prepared electoral photo identify cards.About a dozen such cards were recovered from the hideout where he was killed in operation launched by Army,paramilitary forces and the police on Saturday.Militants operating in Jammu and Kashmir have been using various gadgets for upgrading their communication network.These militants,as recoveries and confessions during interrogation have indicated,have been using satellite phones,wireless phones,computers and other gadgets for keeping contact channels with their commanders within the state and patrons across the LOC alive.When militancy took roots in the state in 1989 the guntoting youths had one mission to carry out."open fire and explode bombs" to kill and create scare.They succeeded.In the early 90's groups of militants were pushed into the state to indulge in violence.They carried assault rifles and plastic bombs.With the passage of time militants spread to other areas of the state.They needed dependable communication system and their patrons across the the LOC equipped them with sophisticated gadgets.At times they needed SIM cards and they managed to procure them despite the fact that the Government imposed certain do's and dont's to cell phone dealers and companies.Militants,with the help of local supporters,managed to fabricate their record to get SIM cards.Since the Indian intelligence agencies and other security agencies succeeded in decoding wireless messages sent or received by militants operating in Jammu and Kashmir the rebels were told to bank on internet and cell phones.During the last 12 years the security agencies have identified underground communication grid which the militants used for sending and receiving messages and instructions from their field commanders and from agencies across the border.Initially militancy wasremaining in touch with their commanders.And the computers were used for fabricating not only electoral photo identity cards but for fabricating identity cards as if issued by the revenue authorities ,banks and other Government confined to Kupwara,Baramullah and Srinagar districts. When it spread to other districts including the hilly belts of Doda,Poonch and Rajouri districts militants neded a dependable communication system for departments.This was done to ensure that the mobility of militants was neither restricted nor were they arrested during checking.The recovery of computer and fabricated identity cards in Doda is simply the tip of an iceberg.It is here that the security and intelligence agencies need cooperation of people so that hideouts,housing these sophisticated gadgets and weapons,were identified and destroyed.It is no longer a crude Jehad but it has assumed hues of sophistication.In the context of this development the security and intelligence agencies too need to be equipped with sophisticated gadgets which could help them in tracing communication stations including those facilitating satellite ,cell phones and computers to function.Militants have learnt to fight a cyber war and the security forces cannot counter it only by SLRs and .303 guns. |
