SRINAGAR, MAY 15 - Chief Electoral Officer (CEO), J&K, Mr. B. R. Sharma today said that the counting agents appointed by the contesting candidates would not be permitted to take their cell phones inside counting halls tomorrow. He said all arrangements for counting of votes for six Parliamentary seats and two Assembly bye-elections in the State had been completed.
Giving details, the Chief Electoral Officer said the decision of not allowing counting agents inside counting halls with mobile phones has been taken so that counting of votes is undertaken in a hassle-free manner. “We request counting agents not to bring their mobile phones to counting centres tomorrow as they will not be allowed to enter counting premises with their cell phones”, he said. He also said that ministers, MPs and any other person other than contesting candidate will not be allowed to enter counting halls.
The CEO said that counting would start from 8 a. m. tomorrow morning at seven counting centres. For Ladakh Parliamentary constituency, separate counting centres have been established at Leh and Kargil, he added.
Mr. Sharma said that in order to ensure free and fair counting of votes, the Elections Commission has appointed Elections Observers and Micro Observers to maintain integrity of the counting process at all the centres. “In order to ensure that counting is held in a transparent manner, a random sample from an EVM will be taken after every round and votes re-counted”, he said.
The CEO said that all necessary arrangements had been completed for counting of votes at the counting centres. “Media centres have also been established within the counting centres to facilitate media-persons which are equipped with internet, television and telephone facility to provide minute-to-minute details about elections results”, he said, adding that a giant LCD screen has also been installed that will run all-India results online on the website of the Election Commission of India – www.eci.nic.in.
Mr. Sharma said that necessary steps have been taken to provide passes to the contesting agents as well as media-persons to witness counting process. He, however, asked media organizations to park their OB vans outside the premises of counting centres so that counting of votes is undertaken in a smooth manner. “Journalists can use their mobiles in the media centres but, like contesting candidates, they are also not allowed to take mobile phones inside counting halls”.
