HC orders major reshuffle in J&K, Ladakh Judiciary

JAMMU, Nov 14: The High Court of Jammu & Kashmir and Ladakh has issued a major transfer and posting order involving 71 judicial officers across various cadres of the district judiciary. The detailed transfer order has been issued vide Order No. 1638 of 2025/RG dated 14.11.2025 by the Office of the Registrar General, High Court of J&K and Ladakh.
Yash Paul Bourney, Principal District & Sessions Judge Jammu, has been transferred and posted as Member, J&K Special Tribunal Jammu on deputation basis.
Ravinder Nath Wattal, PDJ Samba, has been shifted as Principal District & Sessions Judge Jammu.
Mohinder Kumar Sharma, Principal Secretary to the Chief Justice, has been posted as the Registrar General, High Court of J&K and Ladakh, retaining additional charge of Principal Secretary to the Chief Justice.
Jeema Bashir, Presiding Officer MACT Srinagar, has been repatriated and posted as PDJ Bandipora, vice Shri Khalil Ahmed Chowdhary, who now becomes PDJ Reasi.
Haq Nawaz Zargar, Special Judge Anti-Corruption Jammu, will now serve as PDJ Srinagar, while outgoing Srinagar PDJ Tasleem Arief has been posted as Special Judge Anti-Corruption Srinagar.
Sonia Gupta, Director J&K Judicial Academy, has been posted as Special Judge Anti-Corruption Jammu, while Shri Naseer Ahmed Dar, ADJ Baramulla, has been placed at the disposal of the Chief Justice for his posting as Director, Judicial Academy.
Kalpana Revo, Presiding Officer Labour & Industrial Tribunal, has been posted as PDJ Udhampur w.e.f 01.01.2026, and until then shall function as District Judge Leave Reserve Jammu. Shri Ashwani Kumar Sharma, PDJ Poonch, has been posted as PDJ Samba, and Shri Ahsan-ullah Parvaiz Malik, ADJ Poonch, has been appointed PDJ Poonch.
Ajay Kumar Gupta, Principal Judge Family Court Jammu, has been posted as PDJ Ramban w.e.f 01.12.2025, and until 30.11.2025 will serve as Registrar Inspection, High Court Wing Srinagar.
Naushad Ahmad Khan, One Man Forest Authority, has been repatriated and posted as 2nd ADJ Srinagar, vice Ms Swati Gupta, who has been posted as Registrar Judicial, High Court Wing Jammu. Ms Sandeep Kour, Registrar Judicial Jammu, will now serve as Principal Judge Family Court Jammu.
Anoop Kumar Sharma, Registrar Computers (IT), has been posted as 2nd ADJ Jammu, while Shri Amit Sharma, earlier 2nd ADJ Jammu, will now serve as District Judge Leave Reserve Jammu, replacing Shri Arun Kumar Kotwal, who is posted as One Man Forest Authority.
Yash Pal Sharma, Special Judge NDPS Jammu, has been posted as ADJ Udhampur w.e.f 01.01.2026, and until 31.12.2025 will act as Member Secretary, Ladakh Legal Services Authority. Shri Khem Raj, Registrar Rules, has been posted as Presiding Officer MACT Jammu, while Shri Parvaiz Iqbal, PO Fast Track Court Kulgam, has been transferred as Special Judge NDPS Jammu.
Manoj Parihar, PDJ Leh, has been posted as Presiding Officer Labour & Industrial Tribunal, and Ms Spalzes Angmo, PDJ Kargil, becomes the new PDJ Leh. Shri Sheikh Gowher Hussain, appointed as District Judge (Entry Level), has been posted as PDJ Kargil.
Sushil Singh, ADJ Bandipora, has been posted as ADJ Poonch. Shri Faizan-ul-Haq Iqbal, Additional Sessions Judge Anti-Corruption Srinagar, has been placed at the disposal of the Chief Justice for posting as Registrar Rules.
Rafia Hassan, ADJ Ganderbal, has been posted as Presiding Officer Fast Track Court Kulgam. Shri Mir Wajahat has been posted as ADJ Bandipora, Ms Fozia Paul as ADJ Ganderbal, Ms Mehreen Mushtaq as Additional Sessions Judge Anti-Corruption Srinagar, and Shri Feroz Ahmad Khan as Special Judge UAPA Baramulla. Shri Imran Hussain Wani will now serve as Special Judge NDPS Anantnag.
Preet Simran Kour has been posted as 4th ADJ Srinagar, and Shri Fayaz Ahmad Qureshi as Presiding Officer MACT Srinagar. Shri Umesh Sharma has been placed at the disposal of the Chief Justice for posting as Registrar Computers (IT). Shri Aadil Mushtaq will serve as ADJ Baramulla, vice Shri Naseer Ahmad Dar.
In the cadre of Chief Judicial Magistrates, every officer listed has been included:
Tabassum (CJM Srinagar), Shri Munish Kumar Manhas (CJM Jammu), Shri Tsewang Phuntsog (CJM Kargil), Ms Phuntsog Angmo (CJM Leh), Shri Riyaz Ahmad (CJM Shopian), Ms Tabassum Qadir Parray (Secretary DLSA Srinagar), Shri Sajad-ur-Rehman (CJM Anantnag), Shri Altaf Hussain Khan (CJM Kulgam), Shri Deputy Kumar (CJM Kishtwar), Ms Nusrat Ali Hakak (CJM Ganderbal), Ms Smriti Sharma (CJM Samba), and Shri Abdul Bari (CJM Budgam).
Sunil Kumar has been placed at the disposal of the Chief Justice for posting as Secretary, High Court Legal Services Committee.
Sub Judges have been posted as follows: Shri Rajeev Kumar Tadyal (Sub Judge Bijbehara), Shri Jeewan Kumar (Sub Judge Jammu), Shri Iqbal Rafiq Vakil (CJM Sopore), Shri Shafeeq Ahmad Malik (Sub Judge Chadoora), and Shri Wangial Tsering (Special Mobile Magistrate Leh). Shri Faizan-i-Nazar has been posted as Sub Judge LRP Srinagar, handling CPC-eCourts work.
Special Mobile Magistrates include Ms Kamiya Singh Andotra (SMM Srinagar), Shri Sandeep Singh Sen (Railway Magistrate Jammu), Shri Slahuddin Ahmed (SMM Jammu), Ms Ananta Raina (SMM Rajouri), and Shri Shabir Ahmad Malik (SMM Traffic Srinagar). Shri Altaf Ahmad Mir has been posted as Sub Judge Vailoo.
Promoted Civil Judges (Senior Division) posted as Secretaries DLSA include Ms Meera Bangotra (Kishtwar), Ms Asma Chowdhary (Samba), Ms Urvashi Raina (Kathua), and Ms Maleeka Sharma (Jammu). Shri Anjeet Singh has been posted as Sub Judge (Electricity Magistrate) Pattan, Ms Suhashni Vasisatha as Sub Judge Nowshera, and Shri Tarun Mahajan as City Judge Srinagar.
The High Court has directed all deputation-bound officers to report to the respective Registrar Judicial until Government deputation orders are issued, and has instructed all transferee officers to dispose of part-heard matters and pronounce pending judgments before relieving charge. (JNF)
