Early Times Report JAMMU, Nov 14: In a significant step toward strengthening administrative efficiency and transparency in government functioning, Chief Secretary Atal Dulloo today formally launched the Single Window System for Recruitment Rules (RRs). The launch, attended by senior Administrative Secretaries and Heads of Departments, marks a major governance reform aimed at streamlining the formulation, amendment, and timely approval of Recruitment Rules across all departments in J&K. Speaking on the occasion, the Chief Secretary described the initiative as a unique and transformative measure designed to bring uniformity, efficiency, and enhanced monitoring to the entire process of Recruitment Rules management. He emphasized that the new system will not only simplify departmental workflows but also ensure that each stage is tracked and completed within defined timelines. The Chief Secretary underscored the need for capacity building and targeted training of Nodal Officers and other departmental staff to enable effective functioning of the new system. He also called for expediting its integration with the e-Office network, enabling seamless digital processing, enhanced visibility, and improved inter-departmental coordination. The Chief Secretary further stressed the importance of ensuring that all existing Recruitment Rules for every cadre are hosted on the portal to facilitate transparency and ease of access. Commending the ARI & Trainings Department and BISAG-N for developing the platform in a time-bound manner, he urged them to initiate work on a similar digital system for conducting Departmental Promotion Committees (DPCs), with integrated hosting of employee seniority lists to ensure timely promotions and prevent administrative delays. Speaking at the launch, Commissioner Secretary, ARI & Trainings Department, ShabnamKamili, highlighted that the newly launched Single Window System will significantly streamline the entire Recruitment Rules lifecycle by making each stage digitally traceable. She said the platform brings clarity, accountability, and standardization into recruitment-related decision-making and is expected to substantially reduce delays, minimize litigation, and ensure timely career progression for employees across all cadres. The initiative, she added, is fully aligned with the Government's vision of leveraging technology to advance administrative reforms. During the event, it was revealed that the new portal will feature integration with e-Office, supported by fixed timelines for each stage of processing, with a maximum cap of 30 days to ensure time-bound outcomes. To promote uniformity and ease of use, standardized formats will be adopted across all departments. In addition, a robust capacity building programme is being formulated to train designated Nodal Officers in every department, ensuring the successful and effective rollout of the system across all the Departments in the UT government. |
