| Charges framed against Accountant | | | Early Times Report Jammu, May18- While framing charges against Mohinder Singh, the then Head Assistant in the Office of ACD Udhampur, who was caught red handed by the VOJ accepting bribe of Rs.10, 000, the Special Judge Anticorruption Jammu BL Bhat, after hearing the Chief Prosecuting Officer appearing for the VOJ, observed that accused is prima-facie guilty of offence u/s 5(1) (d) r/w 5(2) PC Act 2006 BK and section 161 RPC. According to the VOJ case Director Rural Development Jammu had allotted construction work of 18 meter span RCC Bridge over Neeli Nallah on Chung Road Udhampur to Contractor Ghulam Nabi who executed a power of attorney in favour of complainant Asif Azad for execution of work and drawl of bills. Complainant completed the said work in 2007, final bill and cheque amounting Rs 1.20 lakh in the name of contractor Ghulam Nabi was prepared in March 2008. Allegedly accused Mohinder Singh posted as Head Assistant cum Accountant in the office of ACD Udhampur demanded Rs 10000 as bribe from complainant for releasing the cheque. On April 17, 2008 complainant filed a complaint with P/s VOJ, a case was registered and a trap team constituted. Allegedly the accused demanded and accepted bribe amount of Rs 10000 from the complainant in his office on April 17, 2008 and delivered the cheque to the complainant. The trap team nabbed the accused red-handed and recovered and tainted money from the possession on spot. After completion of investigation challan was presented in the Court of Special Judge Anticorruption Jammu. Special Judge Anticorruption, after hearing Chief Prosecuting Officer Purshtom Sharma appearing for the VOJ and Advocate KS Charak appearing for the accused and after going through the material produced by the VOJ framed charges against the accused.
