Water supply Minister showing pipedreams

When people in Jammu, Srinagar cities and other towns of the state are
thirsting for a drop of water, with PHE taps running dry, the Minister
Incharge PHE, Qazi Mohammad Afzal has shown the rosy picture of the
future, claiming that scarcity of water will soon become a history and
people forget the trauma of going with shortage of water, required for
daily need of life. The people are being duped with such future
prospects for last half a century, but instead of the situation
improving, it is getting worse with every passage of time. More than
four decades ago, Sonam Narboo, the first Chief Engineer PWD including
PHE, from Ladhakh had, in a media conference shown such rosy picture
by claiming that within 5 years since then inhabitants of Jammu city
will get 24 hour water supply through PHE pipelines and there will be
no need for the people to make arrangements for storing potable water.
Over ten 5 years have passed since, but not to speak of getting water
supply round the clock, people hardly get water even for half an hour
a day. With every new scheme launched and huge amounts incurred on
augmenting the water supply to households in the cities and towns, the
things are worsening. All the plans and master plans on water supply
go haywire, thanks to the rampant corruption coupled with faulty
planning, not taking into consideration the likely growth of
population and need for extra quantity of water per head, with life
style becoming more and more comfortable. Till last year inhabitants
of Jammu city would feel scarcity of water for two to three months of
extreme hot season starting from May and ending with onset of rainy
season. But this year the problem became pronounced right from March
and has been continuing till July. The two times water supply, which
was routine earlier, has been given up and even one supply daily is
exception rather a routine affair. The incompetent PHE authorities
swap the blame on power failure or low voltage. But the fact remains
that this excuse of low voltage and failure of regular power supply is
only a half-truth. Why problem has become exceptionally acute this
year? They have no answer. But the real cause is the inefficiency of
the officers at top, who do not know what is going on under their very
nose. The SE PHE Mechanical, who is responsible to maintain and
control over water supply in the city is found napping, not knowing
what is happening under him. His complacent attitude and his writ not
running over his juniors leads to the mess up and chaos. Minister
Incharge will be well advised to depute some competent and efficient
officer incharge of water supply in Jammu city.
