| Poverty is one of the most widespread socio-economic problems of India even though its economy raised upto the third world after the independence. It is, indeed, a common problem being faced with most of the underdeveloped and the developing countries of the world. It is not only socio-economic problems, but even emotional, cultural and political in nature in India. The developments that have been taking place in this land (Jammu and Kashmir) for the last six to seven decades have not been able to wipe out poverty. Poverty has been the root cause of many of the problems. The problem of poverty is very closely linked up with the unemployment. Along with this problem, unemployment is also widespread in India that there is no skill development. It is indeed common to all the countries of the world whether they are industrially advanced or not. In Jammu and Kashmir, there is no advancement of the industries as liked in other parts of India. An international labour expert commented in the closing of the 20th century: “About 400 million new workers are expected to enter the labour force this decade and prospects of finding jobs for all of them are gloomy”, particularly in Jammu and Kashmir state and generally in India. The study of poverty and unemployment, the twin social problems, are found throughout the length and breadth of this land (Jammu and Kashmir). The study of poverty invites invariably a number of questions: What is poverty? What is the extent or magnitude of poverty? What are the causes of poverty? How to measure poverty? What are the socio-economic effects of poverty? What are its economic and social dimensions? What are the effective solutions of poverty? etc. We shall try to find some satisfying answers for these questions. There is problem of the over-population in India. The world population is continuously increasing. Several nations of the world like India, China etc. are gripped by the population problem of overpopulation. Most of the countries experience this problem like China and India too. Causes of Poverty The causes of poverty have been many sided. However, they may be discussed as individual incapacity and other deficiencies which can be managed or overcome, are often neglected by some individuals and hence, they fall a prey to the problem of poverty. We may include under this category deficiencies such as illiteracy of the “sant-mat” politics, laziness, extravagance, immorality, bad habits of the “politicians” and “bureaucrates” such as gambling, alcoholism, etc. Moreover, our economy is primarily an agrarian economy and there is capital deficiency which is increasing unemployment. What is Unemployment? It is a state of worklessness for a man fit and willing to work, i.e., it is a condition of involuntary and voluntary idleness. Unemployment is defined as there is deficiency in “skilled labour”. In simple words, it could be said that unemployment is largely concerned with those men and women who constitute having no knowledge of the labour-concept. Other Causes of Unemployment Some of our young men and women are not prepared to undertake jobs which are considered to be socially degraded or indecent like sweepers, etc. It shows that there is defective education system of formal study. The problem of unemployment is a serious one in Jammu and Kashmir state and it leads to terrorism activities, etc. Moreover, unemployment is not only a social problem, but it has to be individual problem in IAS and politicians. An unemployed person loses self-respect and a disappointment outlook without knowing the concept of “Informal-Education”. Remedial Measures and Suggestions The problem of unemployment is growing day by day in India. Hence, the population growth has to be checked. The main solution for the social and economic problems lies in achieving economic development in agriculture and in industry in Jammu and Kashmir state particularly and generally in India. Moreover, there is great need of reforms in education sector, from formal education to informal education for skill courses (I.T.I.). Due practical training should be given to “Politicians” and “Bureaucrates”. Now, the theoretical era has been taken place into “Dalit History” and Dalit English literature for the skill development as well as for to control the explosion of population. Employment guidance bureaus and employment exchange agencies like libraries, etc. can play a vital role in this regard after the explosion of knowledge in India after 1947. The author is Retd.
