| Rather holds budgets talks with Jammu Inc. | | | Early Times Report JAMMU, MAY 22-The Government has initiated a series of measures to contain any type of unfair practice at twin toll posts of Lakhanpur including setting up of a Grievance Cell and making it mandatory for the employees posted at there to wear name plates, besides, it has also constituted a committee to make recommendations on further reformative measures to be introduced in this regard. This was stated by Minister for Finance, Planning and Parliamentary Affairs Mr. Abdul Rahim Rather here today during pre budget consultation meetings with representatives of Jammu Chamber of Commerce, Industrial Estates, Hoteliers and other trading Associations. Responding to the complaints of alleged unfair practices at the twin toll posts, Minister said government has already constituted a committee to make recommendations on the possible reformative measures to enforce transparency at these vital toll posts. Sharing the concern of the participants, the minister said that government has taken the whole issue very seriously and soon a substantial improvement would be seen in the working as the committee has been asked to furnish the recommendations well before the presentation of Annual Budget. Mr Rather also sought suggestions from the participants and assured that if found suitable, these would be enlisted in the reform list. The Minister said that apart, only last evening, he has issued the orders to make it mandatory for the officials posted at the check posts to put on their name plates and set up a Grievance Cell at the main entry point of Lakhanpur. He said this could help to establish the identity of the employees who indulge in any unfair practice. Another important decision taken in this regard is to set up Grievance Cell where, any mistreated person could file his complaint, Mr Rather said adding that a similar Grievance Cell would be set up in the Finance Ministry where also aggrieved persons could file their complaints. Referring to the issue of non implementation of certain decisions concerning traders’ community made at the time of presentation of Budgets during past some years, raised by the participants, he assured that he would see why these commitments were not fulfilled. The Minister also assured the participants that government would take substantial steps to improve upon the management of Treasuries after the Small Scale Industrial unit holders’ complaint about delay in the clearance of payment of cheques received against government contracts. He, said though there were some financial problems faced to the government, all the cheques pending till yesterday have been cleared. Earlier, initiating the discussion with members of Chamber of Commerce led by President Mr. Ram Sahai, the Minister said the objective behind holding the pre Budget discussions was to involve representatives of all the stake holders in the crucial exercise. He said though the practice was introduced way back in early eighties, he said he took the conscious decision to resume the practice.
