| Emulate Delhi for improving school performance in J&K | | |

The Education Department plans to withhold annual increment of teachers in those Government schools which show poor pass percentage in Class X and class XII .In fact the Government has been peeved over the way some schools showed a pass percentage of below seven.By deciding not to release annual increment the Government thinks that teachers alone are responsible for the mess in schools run by the Department of E ducation.Well it is simply an exercise on placing the responsibility of the poor show in annual examination results on the shoulders of teachers only.It is the crumbling system and not the tea chers alone that is responsible for the poor show in the Government run schools.These Government schools have become as good as public sector undertakings and corporations.There are over a dozen such corporations in Jammu and Kashmir and all these undertakings run on losses.The Government keeps on providing financial support to these corporations for meeting the wage bills of its employees.
Over the years the state Government had been contemplating shutting down these loss running corporations but one factor or the other did not allow the state Government to fully implement the Godbole committee recommendations.Godbole committee had recommended that all the sick and loss running public sector corporations should be closed after ensuring a golden handshake with the employees.The very implementation of the recommendations required several thousand crores of rupees.In view of the prolonged cash crunch the Government could not dare to close the corporations. Well some of these corporations may be closed if the losses continue to pile up.But the Government run schools are not like public sector undertakings.The basic purpose of the Government schools was to provide facilities for the wards of poor families and those living in r emote areas to receive education.
Educationists are of the opinion that there are a number of causes responsible for the Government run schools to show poor performance.There are over 100 principals of high and higher secondary schools who continue to be attached with the purpose of facilitating hassle free stay in two state capitals and the district headquarters.Harsh Dev Singh,a former Education Minister has said that he had cudgels with ministers,legislators and other prominent citizens and buraucrats when he ordered total war against attachment of sever al hundred teachers.These teachers were sent to the places of their posting.So one can imagine the plight of those schools which have no inst itutional heads.Secondly,Harsh Dev blames acute paucity of teachers adding that there were number of higher secondar and high schools where against the sanctioned posts 10 to20 not more than five run the schools.To him the basic infrastructure is missing.There are a large number of schools which have no well equipped laboratories and libraries..
The Government has to improve the system. It will be better for Peerzada Mohd.Syed and senior functionaries of the Education Department to examine the measures the Government took in Delhi where the performance of Government run schools has been as good as that of private institutions.In Delhi Government schools have achieved a pass percentage of 87.14 against 87.17 per cent by the private schools..Also 355 students of Government schools scored above 90 per cent marks in class XII. 124 students were issued merit certificates this season.The improvement in Government schools in Delhi was not the result of withholding of annual increments of teachers in those schools which show poor pass percent age.It was achieved by improving the system,supervision and availability of infrastructure.It is not easy for teachers in Government schools in Delhi to play truant whereas in Jammu and Kashmir teachers in Government schools remain absent for several days without being noticed by the Departmental heads.
