GMC: Promising buildings , disappointing manpower

JAMMU MAY 23: Though various projects undertaken by of the department of health and Medical Education in the Government Medical college ( GMC) Jammu have been completed , inadequate staff has posed a big question in the face of increasing influx of patients. The construction of an emergency block in the Government Medical College Jammu has been completed which was taken up by the then Congress led Coalition government in 2008 . Despite shortage of manpower in the hospital, the department has still not started any formal process for their recruitment. Resultantly, the medical staff which is already overburdened with their routine duties, is likely to find more work in their hands as and when the new blocks are made operational . The 850 bedded GMC hospital Jammu, the prime city hospital, caters to more than 1700 patients per day facing shortage of manpower.
My father recently suffered from paralysis for which he was admitted in Banihal hospital from where he was referred to GMC Jammu. A doctor along with two nurses examined my father and prescribed medicines. Since the patient was unable to breathe and he was to be given oxygen for survival. It is heartening to mention that the doctor on duty left the patient after giving oxygen to him but the function of the apparatus stopped in between. Since I was unable to make it functional, I went to the concerned doctor to re- activate the oxygen apparatus to avoid any danger to my father’s life. He blatantly refused to attend my father on the plea that he has to attend more than 50 patients and is quite over burdened due to the acute shortage of the medicos and ancillary staff “ Let me go to the other patients who are waiting for a long time and then will come to your patients bed:, are the words to that effect from the doctor on duty. These are vows of Shahdad Ahmed Mir of Banihal who had to wait for six hours for the doctor to get the oxygen apparatus made functional whose father was frightening between life and death. This is the pathetic state of functioning of GMC Jammu where doctors and other para- medical staff are over burdened of their work due to shortage of staff.
The GMC hospital has engaged several employees under contractual, ad- hoc and consolidated basis. Apart from this, medicos grieve that most of the time they had to give round the clock duty in their respective hospitals.
Mean while the adhoc , contractual and consolidated employees of the department claim that the government should prefer them during the process of recruitment as they had been rendering service to the department for the past several years.
Mean while official sources in the Directorate of Health services told Early Times that as many as 385 gazetted posts, including surgeon , specialists and dental doctors are lying vacant there as 793 posts of non gazetted including paramedical staff, besides others are lying vacant in the department.
Similarly there are 250 gazetted and 300 non gazetted vacant posts in the GMC Hospital Jammu and its associated hospitals.
When contacted Health Minister Sham Lal Sharma to ascertain the reasons behind prolonged shortage of medicos and para medical staff, he gave his assurance that government is aware to this situation and is committed on a workable solution. By the end of June 2009 some vacant posts will be filled up and the GMC will be giving the best medical facilities to our elite citizens.
