| FM visiting Delhi for pre-budget discussion | | | Early Times Report Jammu, May 26 : Finance Minister, Abdul Rahim Rather, is likely to visit national capital next month for pre-budget discussion with the senior functionaries of the Union Finance Ministry. High placed official sources said that the main purpose of Rather's visit was to assess the quantum of financial assistance that would be made available to the state by the centre so that the Finance Minister formulates the budget proposals, which are to be tabled in the state legislature in July, accordingly. Both Chief Minister, Omar Abdullah,and Farooq Abdullah MP will also have separate meetings with Prime Minister, Dr Manmohan Singh and the Finance Minister, Pranabh Mukherjee requesting them to continue to be liberal in earmarking funds for various development projects. Since the State Government has made a commitment to the employees that the recommendations of the 6th Pay Commission will be implemented from July Jammu and Kashmir Government requires bigger amount in treasury for fulfilling its assurances to the employees. Indications are that the centre would make available sufficient funds so that the ruling coalition was able to take in hand various development projects. The state Government plans to raise the issue pertaining to the grant of compensation in lieu of the losses the state suffered because of the restrictions imposed by the Indus Water Treaty of 1960. Under the Treaty the state Government cannot utilise the water of Jehlum, Chenab and the Indus to its full capacity for generating power and for irrigation schemes. The state Government has assessed that Jammu and Kashmir suffered an annual loss to the tune of Rs.6,000 crores. The Finance Minister besides the Chief Minister will explain to the central leaders that there was hardly any scope for imposing additional taxes in the state.
