Need for restructuring mechanisn for preventing infiltration of militants

The Defence Ministry besides the chiefs of the Armed forces need to restructure the existing mechanism for checking infiltration from across the LOC in Jammu and Kashmir.The ned for reviewing the security apparatus on the border has risen after the Pakistani troops have launched a sustained operations against the Talibans in Swat valley,especially in the belts of Dir and Buner.Hitherto more than 600 Talibans have been eliminated during the month long operations.Indian security experts are of the view that some of the fleeing Talibans may try to enter into Jammu and Kashmir for two purposes.One during their stay in Jammu and Kashmir they may get some breathing period.Secondly their entry into Jammu and Kashmir may raise the level of misunderstanding between the US administration and Islamabad.The US Government has recentl;y sanctioned a heft nonmilitary financial aid to pakistan with the rider that Islamabad would not allow its territory to be used for exporting terrorism to its neighbouring countries.
Initially the US Government had decided to be specific in its direction to Islamabad that it should see to it that its land was not used for exporting terrorism to India.However,the Pakistani authorities,including the Army Chief,requested the American Government to use neighbours,instead of India,in its do's and dont's list to Pakistan Government.There are reports that during the last one month more than 10 infiltration bids were made from across the LOC.Most of these bids were made from across Kupwara,Tangdhar,Gurez,Poonch and Rajouri.However,the Indian border guards foiled some of these ingress bids but more than 25 vto 35 militants are said to have succeeded in sneaking into Jammu and Kashmir.Earlier some small groups of militants are said to have started fortifying their positions in the Hill Kakka area in the border belt of Jammu.The purpose of this bid was,according to intelligence agencies,to build bunkers and carry out specific operations against the security forces in the area.
What is amazing is that the reports on step up in the rate of infiltration has been reported by the IB and state intelligence agency but the Army continues to deny it.By denying any infiltration the Army authrities want to save their skin.But they should keep their national interest in mind.Well everybody knows that the 1250 km long Indo-Pakistan border in Jammu and Kashmir has the most difficult terrain.And if some small groups of militants succed in sneaking into Jammu and Kashmir the Army need not feel ashamed of it.You have mountains,ravines,rivers and gorges on the Indo_Pak border in Jammu and Kashmir.It is no longer a secret that India spent several hundred crores of rupees on raising the barbed wire fence on the border for preventing militants from crossing into Jammu and Kashmir.The fence and the gadgets installed on the border have reduced the rate of ingress.But attempts continue.The infiltrators have been tarined in using plastic ladders for jumping over the fence.They know the technique of snapping the fence.
It is not possible for the Indian Army to raise a human wall on the entire border.Loopholes are bound to be there.What is needed is improved surveillance in all the villages that are located close to the LOC because once the militants manage to cros the LOC they spent a couple of days in the houses of civilians before they find out proper escape route.At th same time there is need for the Army authorities to improve the border surveillance and patrolling because even if 10 militants cross into Jammu and Kashmir they can keep people and th security forces on the tenterhooks.hence review of th security grid on the border is called for
