Early Times Report SRINAGAR, May 28 : In order to oversee and monitor the implementation of National Rural Employment Guarantee Scheme (NREGS), the Government has constituted a high-level Coordination Committee, headed by the Chief Secretary, official spokesperson said. NREGS programme was launched by the Central government in 2006 to provide employment to the unemployed and landless villagers of the country, he added. According to an order issued by General Administration Department, the Committee will meet once in three months and will have as Members, Financial Commissioner, Home, Principal Secretary, Agriculture Production, Principal Secretary, PHE, Irrigation and Flood Control, Commissioner/Secretary, Social Welfare, Commissioner/Secretary, Finance, Commissioner/Secretary, Health and Medical Education, Commissioner/Secretary, Public Works, State Informatics Officer, President (Chief General Manager), J&K Bank, Chief General Manager, State Bank of India and General Manager, LIC. Secretary, Rural Development Department, will be the Member-Secretary of the Committee. The Committee will be free to co-opt officers as Members as and when required, the order adds. The terms of reference of the Committee will be to establish synergy among different government programmes in planning and implementation to optimize use of public investment, provide technical support for ensuring quality in planning, selection and execution of NREGS works, arrange for concurrent evaluation through quarterly physical and financial reports, inspections and field visits. The other terms of reference include filling gaps through NREGS in similar works under other programmes, proactively promote financial inclusion and linkage of labour force with the banks, arrange insurance coverage for indemnifying the labour force against death or disability, ensure compliance with the calendar for convening gram sabhas and timely-approval of action plans at the district level, make arrangements for on-line monitoring of different indicators set out in the MIS system and related issues and deliberate upon any subject/issue deemed to be relevant for better inter-departmental coordination. xxxxxxxxxxxxxxxx
