| VOJ presents challan against 5 Revenue Officials after 6 yrs of investigation | | ‘Illegal allotment of 48 Kanals of land’ | | EARLY TIMES REPORT Jammu, May 28 Vigilance Organization Jammu today presented challan against five Revenue Officers allegedly involved illegal allotment of 48 Kanals of state land in favour of Kashmiri Lal Bali and its subsequent sale on the basis of dishonestly manipulated documents. The illegal allotment of land was made by the official accused by acting in league with non-official accused with ulterior motive of obtaining undue gains at the cost of state interest. The private accused Kashmir Lal Bali son of Parasram Bali was not traced by the Investigating Agency and proceedings u/s 512 Cr PC were initiated against him after six years of investigation. Those challaned today included Ashok Kumar Gupta then Tehsildar Kathua, Dewan Singh then Naib-Tehsildar, Raguvinder Singh Jamwal and Kuldeep Kumar then Patwaris and Des Raj then Girdawar The Vigilance investigation revealed that land measuring 48 Kanal situated at village Janglote Kathua was allotted to one Parasram resident of Chak Ludden Kathua vide office order dated January 21, 2003 by accused Tehsildar Ashok Kumar Gupta. In order to facilitate allotment of state land in favour of said Parasram he was shown as an agriculturist and a refugee of 1971 from Chammb Sector. The allotment of land was made on the basis of application submitted by one Kashmiri Lal Bali son of Parasram to the Assistant Commission Revenue Kathua which was marked to Tehsildar Kathua. Perusal of record revealed that field verification was conducted in the matter by accused Naib Tehsildar Dewan Singh and Patwari Kuldeep Kumar. The said accused Revenue Officials under a conspiracy forged and produced false statements attributed to 10 persons including the village head man and Chowkidar of village Janglote stating that the allottee was in occupation of state land in question for the last 15 to 20 years. On the basis of said dishonestly and fraudulently manipulated statements the accused Revenue Officials recommended allotment of land in favour Parasram. The witnesses to whom these manipulated statements were attributed were examined during the investigation, who categorically denied having made any such statement before the accused Revenue Officials. The witnesses further stated that they did not sign any statement and the signatures attributed to them had been forged. Their statements were corroborated by the handwriting expert whose opinion was obtained during the investigation. The evidence brought on record during the investigation has prima-facie established that neither Parasram nor his son Kashmiri Lal accused was eligible for the allotment of state land measuring 48 Kanals as they did not fulfilled the basic requirement for such allotment as laid down in cabinet order No 578-C. Perusal of registered Jamabandi for the year 1957-58 and register Naqulat related to land situated in Chammb sector, now under POK, seized in the course of investigation had revealed that Parasram father of Kashmiri Lal accused and his brothers were in possession of only 16 Marlas, 8 Marlas each of land which was being cultivated by tenant Mulla. After completion of the investigation, challan was presented in the Court of Special Judge Anticorruption Jammu today against the accused persons u/s 5(2) PC Act 2006 and section 161, 467, 468, 471 and 120-B RPC. It is worthwhile to mention here one accused Shiv Kumar Sharma, the then Agrarian Tehsildar, had expired during the investigation. JNF
