| ISM medical officers rue lack of promotions | | | EARLY TIMES REPORT
Jammu, May 30: A deputation of Medical Officers' (Indian Medicine) Welfare Forum led by its president Dr. Jagdish Lal called on. Sham Lal Sharma, Miinister for health and Medical Education & presented him a copy of the resolutions adopted at the 18th General Body meeting of the Association.
The members conveyed their disappointment over delay in sanctioning of III time bound promotion due since 2001 and despite Govt. order having been issued 5 months back the time bound promotion in favour of most of the in service doctors has not been sanctioned whereas sanction has been granted in favour of some selected doctors.
The members also demanded improvement of annual supplies of medicines which should be rational, effective and from reputed houses so that they show the desired results. Ineffective medicines make public lose faith in the system and bring a bad name to the doctor and the institution. Supply of emergency medicines for ISM dispensaries was also demanded so that these institutions became more relevant to the needs of the public. The members also demanded revocation of suspension order of Dr. Shabir Ahmed Mattoo who has been suspended for raising the issue of purchase of medicine for annual supplies at exorbitant rates and for which the Govt. had constituted a committee whose findings are still awaited though the date set for the purpose has already passed. Members also demanded creation of posts of ADMOs in the newly created districts.
Other demands placed before the Hon'ble Minister included separate directorate of ISM for both the provinces of Jammu and Kashmir, restoration of monthly meetings of medical officers, amendments in ISM Gazetted Service Recruitment rules (SRO 379), filling up of va¬cant posts of Deputy Director Ayurveda, Jammu, Medical Superintendent Ayurvedic Hospital and other paramedical staff, creation of 45 posts of pharmacist (ISM) for the dispensaries being run by the medical officer single handedly for the last 25 years, making pharmacy and drug testing laboratory functional, regularization of contractual/ Adhoc ISM doctors, change of designation of ADM as, rational transfer policy and regularization of ISM dispensaries being run on internal arrangement basis.
