| Amit Sharma concludes Master Trainers programme for Census 2027; capacity building drive gains momentum | | | Early Times Report SRINAGAR, Apr 18: In a major step towards strengthening field-level preparedness for Census 2027, a comprehensive training programme for Master Trainers was organised by the Directorate of Census Operations, Jammu & Kashmir and Ladakh at Institute of Management Public Administration and Rural Development (IMPARD) J&K, aimed at building a robust training ecosystem for the upcoming Paperless Census to be conducted in Digital manner. Amit Sharma, Chief Principal Census Officer and Director Census Operations, J&K and Ladakh, emphasised the critical role of Master Trainers in ensuring accuracy, uniformity and quality of data collection during Census operations. He highlighted that Census 2027, being India's first fully digital and paperless Census, requires a well-trained and technologically equipped workforce at every level. CPCO/DCO J&K and Ladakh Amit Sharma appreciated the training modules which focused extensively on digital tools that will be used in Census 2027, including the HLO Mobile Application, Supervisor App and the Census Management and Monitoring System (CMMS) portal. Participants were trained in installation processes, data entry protocols, validation mechanisms and troubleshooting procedures to ensure seamless field operations. The four-day intensive residential training programme covered a wide range of topics including Census concepts and definitions, methodology of training enumerators and supervisors, and detailed understanding of House Listing Operations questions. Special emphasis was laid on practical aspects such as ground truthing of House Listing Block boundaries, preparation of layout maps and effective engagement with respondents. CPCO/DCO Amit Sharma also tools a feedback on the sessions on data ethics, privacy and security which sensitised trainees about safeguarding confidential information. He appreciated learnings imparted through modules, particularly on self-enumeration which highlighted Master Trainers role in facilitating citizen participation in the digital Census framework. Role-play exercises and field visits were also conducted to provide hands-on experience in household enumeration, handling sensitive situations and ensuring adherence to prescribed protocols. Amit mentioned that this initiative marks a significant milestone in the preparatory phase of Census 2027, with a clear focus on cascading training to enumerators and supervisors across the Union Territory. He reiterated the commitment to ensure high standards of training, data accuracy and operational efficiency in the conduct of the upcoming Census. Arun Kumar, Joint Chief Principal Census Officer and National Trainer, along with Manmeet Singh Loomba, Deputy Chief Principal Census Officer and National Trainer, played a key role in conducting the sessions and guiding participants through the structured training modules. The programme adopted a blend of theoretical sessions, practical demonstrations and interactive exercises, including quizzes, group activities and real-time training delivery practice by Master Trainers, to build their capacity as effective trainers for the next level of field functionaries. |
