Poor results in Govt schools: Ministers mulls no carrots, only stick policy
Teachers of non-performing schools to face demotion or even termination, says taken aback Peerzada

JAMMU, June 2: Perturbed over dismal show by its large number of schools in Senior Secondary and Secondary examinations, the Government has decided to take stern action against the non-performing teachers and set in motion an exercise to identify them.
Taking strong note of the poor performance of government run schools in the secondary school board examinations Education Minister Peerzada Mohammad Sayeed on Tuesday send shivers down the spine of all those teachers who have failed to improve the pass percentage of students.
Interacting with media persons after taking a review meeting of the state education department Education Minister said that the state government has taken serious note of the poor pass percentage of school students studying in government schools and a detailed report will be prepared to ascertain the real reasons behind the poor performance of school students.
Peerzada said that they have fixed the responsibility of the school teachers and if required the department can go up to terminating their services, ordering premature retirement and downgrading them in the seniority list to send a strong message to non -performers.
The education minister said that it has to be ensured that the government run schools also deliver good results and in this regard one have to set high standards. "There will not be any compromise on quality education and during the review meeting strict instructions have been passed to the state education department to ensure quality education in government schools he added.
While doing so, the Government will also identify those teachers whose hard-work resulted into better performance by the students of their respective institutions, to reward and project them as role model for the others.
During today’s meeting all the chief Education officers have been instructed to ensure supervision of the schools under their jurisdiction and see that the teaching staff does not resort to indiscipline, non-punctuality and negligence.
It needs to be mentioned that on directions of State Government, the Secretary School Education had issued directions to all the Chief Education Officers (CEOs) to immediately start the process to identify all those schools which have less than 20 per cent results in both 12th and 10th class examinations.
While identifying such schools, the CEOs will have to prepare a list of non-performing teachers of different subjects in these institutions and submit the information about the same to the Directorate of School Education within a period of one month, the sources disclosed.
The dismal performance of Government schools in 12th and 10th class examinations varies from district to district. In some districts, the percentage of such schools is 20 while in others the same is 40 to 50 per cent, the sources said.
When contacted secretary school education GA Peer he confirmed that process to identify non-performing teachers has begun and reports have been reached to the department, and from the next week on the basis of reports the necessary action will be taken against the defaulters.
"We will stop the increment of non-performing teachers in order to do away with their mind-set that even in case of poor performance by the students they would not face any action", he said, adding "if the performance of any teacher is found dismal continuously for the past three years we will block his/her promotional avenues and force him/her to take premature retirement
"Making teachers accountable for poor show by their students is imperative to raise the pass percentage of Government schools", he said, adding "while taking stern action against non-performing teachers, we will also ensure that teachers with good track record vis-à-vis performance by their students are rewarded". He also said that there will be inspection once in week in all the schools by the concerning heads and by the officials of the department. The teachers have been ordered to maintain the diary in which they have to note down the lectures they have been delivered to the students.
The CEOs will also submit list of such teachers so as to encourage them and use them as role model for the non-performing counterparts.
