Transport is one of the most vital organs of mankind’s survival in this era of fast developing materialistic age where everyone intends to outpace other by competing with the time. In this mad race of moving ahead, very often, violations of rules, norms and laws prescribed in the statute books are floated mercilessly at one’s will, ill-realising the side effects that one’s fellow citizens bears. The transportation of material and non material goods is carried out in three major possible ways i.e. by air, sea and the land. So, In order to meet the basic needs of one’s life, one wholly or partially rests of these available sources but among these mentioned sources, the maximum load is borne by the land as it is beyond the means of every individual to make use of an aerial route for personal mobility and ferrying of goods beyond due to high cost involvement factor. Similarly, sea route is also impracticable due to varying factors like slow speed, farther distances from sea shores zones of the entire stretched populated areas. Hence, the maximum load of traffic for day to day use usually depends upon roads where things are worsening with the passage of every day due to extremely heavy influx and addition of pedestrians and vehicles, result imply this, traffic congestion has compounded the issue to be a debatable one.
Undoubtedly, the traffic disorder has come to light due to shortage of traffic manpower, lack of adequate modern traffic gadgets, roadside illegal encroachments, absence of stoppage points and proper stops to carry, pick and drop the commuters, rampantly multiplying the growth of multiplex shopping malls, marriage halls, tuition centres each one having no proper parking slots, thus becoming a way of wrong parking etc, but if alone we initiate the case study of Jammu city in particular and make an analysis about the contributors of mismanagement of the traffic, one can easily come across four different faces of our society in the light of categorization of two prominent visible and non-visible offences. These are police officials themselves, who are supposed to regulate the system of traffic smoothly, followed by the members of Judicial fraternity especially advocates, press members of both visual and print media and last but not the least young budding crop of today likely to shoulder responsibility of the future citizen. These all faces are the biggest traffic rule violators who crush the laws with severity and impunity. The biggest irony is that those who are expected to deliver goods i.e. both police and judiciary related agents of law knowing agency and units, who are more supposed to provide an insight to general uneducated public by setting an exemplary vision for others to emulate but alas this is undone.
Rather, they have taken laws for granted for the abusive misuse, leaving aside traffic governance a mere laughing stock to observe. In simple words, law makers and law enforcers are the biggest law of the society, barring a few exceptions, feels it against their ego to abide by traffic norms. Instead of surrendering to laws they blackmail to the weaknesses of traffic officials. Neither they wear crash helmet or seat belts and nor hold proper documents and often indulge frequently in disobeying traffic signals or using mobile phone while driving vehicles leaving the life of others at the mercy of God. Such an ill approach embarrasses a traffic cop on duty posing a direct challenge to those who wield authority for proper traffic flow in an uninterrupted manner. The budding emerging future of tomorrow i.e., young generation has also added equally fuel to the fire. In this era of cut throat competition, where craze and passion of fast driving, ill realizing the bad repercussions, have made the flow of traffic quiet discomfort, painful and horrible. Their intention to overtake speedily from wrongside even at the side even at the sight of blind curves, non-negotiable turns and speed breakers is just awesome to watch to hold one’s breathe. It may be proving a thrill to these ill competent, unprofessional skill holders but at the grave risk of one’s precious life is neither affordable nor advisable at any cost. Scores of fatal accidents are reported daily due to such sheer negligence rash driving. It appears as if they have lost sight of the favourite slogan that where speed thrills on one hand it kills on other hand too. Not only this misadventure proves costly to themselves but also it adds to miseries of others equally who take ride and strike on the roads through different transport means. Even quite a number of educational institutions have shown cause of concern and resentment regarding the plying of vehicles by these budding youngsters who don’t hold proper age for issuance of certification from the concerned motor vehicles apartment like driving license etc. to carry the vehicles in school premises as well as on the roads. A case study has revealed that parents are irresponsible and immature who without care are making transport (personal bikes) to youngsters available. The possession of such personal bikes have added another worrisome issue to address as mere possession by few sends wrong impressions on the minds of those hapless and helpless pupils who could not afford to own it due to their domestic purchasing power constraints factors. Thus this all leads to the growth and development of an inferiority complex and development of an inferiority complex among pupils of different shades studying together in the same alma-matar. The very purpose of education to develop an egalitarian society by gaining uniformity among the heterogeneity itself gets defeated badly.
In gist, traffic management is utterly desired. It is sources of our livelihood, survival and sharp mobility to meet the needs of time. But at the cost of ignoring the basic rules for fast mobility, it is pretty undesirable and unacceptable. We must not harp for rights only but lend handy cooperation for discharging duties as well so that life of everyone on the roads remain a safe passage. It does not become an issue of concern unnecessarily. In the absence of poor parking slots, wrong parking should not be allowed to take place. Encroachment drive at the personal level must take place to offer free vehicular movement. Drivers should not be unnecessarily harassed for irregular picking and dropping by the commuters. Aged old worn out vehicle unfit to ply safely must be removed from the roads by complying with the directions of Hon’ble courts. Road taxes/ token taxes and issuance of every plying vehicles must be fulfilled in proper time framework. A stringent measure must be taken in issuing driving licences, fitness certificates of vehicles and registration of alive vehicles. Keeping in light the road conditions and need of the time as well as the capacity of passengers in the given areas, route permit to vehicles carrying commuters should be issued. So many times, it is seen that stray animals become an uneventful cause of concern for the irregular mobility of vehicles and leads to unexpected jamming. In this regard, concerned wild life department should henceforth take initiative in removal of such straying elements. Above all, enforcement agencies must not spare delinquent traffic violators both in case of visible and non-visible offences so that a strict discipline could be pressed into service. Last but not least, society shedding personal prejudices must take bole legal paradigm into account and extend all out useful cooperation with entire administration machinery in discouraging chaotic environment. This all is possible when regular interaction of varying friends of society serving in different compartments act to together to resolve the traffic crises on war-footing by applying personal vision for a better future.
