Fix up date for budget session, PP tells FM

Jammu, Jun 4- The Panthers Party leadership has blamed the ruling coalition for having failed to fix a date for the commencement of the budget session of the state legislature. While holding the NC-Congress Government responsible for the mess in development activities, the vice chairman of the Party, Harsh Dev Singh, today said that even after having completed over five months, the coalition Government has not been able to fix the date for the budget session of the Legislature. He said within five days the Congress led UPA Government had announced a date for the budget session of the Parliament but in Jammu and Kashmir the Finance Minister, A.R.Rather, has been telling people in the state that the budget session of the legislature will be held either in July or in August.

Harsh Dev said that in the absence of the adoption of the budget proposals neither the district plans can be formulated nor the District Board meetings can be held. He explained that usually the district Board meetings are held soon after the budget proposals are adopted by the legislature and in these meetings the district plans are formulated. He said that as such this vital administrative function has been suspended. He said another impact of the delay in holding the budget session of the legislature is that all the development works stand suspended. No new project has been taken in hand, he added.


Describing the Government's commitment to improve the economy of the state as nothing but "wishful thinking.," he said that during the visit of a central team to Jammu and Kashmir recently for reviewing the utilization of the Prime Minister's package, which he had sanctioned six years ago, it was found that the state Government had not been able to utilize over Rs.25, 000 crores. He said that Prime Minister had sanctioned Rs.24, 000 crores for various schemes in the state. It was later modified and Rs.30800 crores was earmarked. The central found that during the five years time the Government had utilized only Rs.5, 000 crores. He said the state had to face an embarrassing when the central team questioned the state's plea for increase in economic package.
