| Manmohan Singh-Musharraf speaking in same voice | | |
The messages are loud and clear. The two top leaders of India and Pakistan have conveyed almost the similar message at two different places. While the Prime Minister Manmohan Singh speaking at the conclave of Chief Minister's of Congress ruled states at Nanital has warned of more suicide attacks by the terrorists taking place and particularly targeting religious places, economic and sensitive installation, he at the same time claimed of terrorism in J&K receding to a considerable extent and infiltration diminishing. He also said that the involvement of external elements in perpetrating terrorism in India is worrisome. By striking these seemingly contradictory notes Manmohan Singh is obviously preparing the nation for carrying forward the dialogue and peace process with Pakistan, irrespective of the terrorists intensifying their heinous acts. It is in this context that he spoke about the presence of certain elements opposed to the peace process trying to sabotage the same by indulging in grenade attacks and other acts of subversion, in Jammu and Kashmir specifically targeting tourists, in order to obstruct the emergence of peaceful and progressive Jammu and Kashmir. On the other hand at a distant Washington Pak President Pervez Musharraf has cautioned, by pleading that Indo-Pak dialogue process, which is going to resume soon, should never breakdown as a result of any kind of terrorist activities as that would mean playing into the hands of terrorists. Obviously President Pervez Musharraf is seeking anticipatory bail for apprehended or planned major terrorist strike and is preparing the people in the two countries, particularly public opinion in India to be not roused in event of any such strike, even if its links with Pakistan are suspected and that in that case the peace process initiated between him and Prime Minister Manhmohan Singh should not be instarted, as had happened after the Mumbai serial blasts on July 11 last. One can read between the lines that some broad contours of the agreement between the two countries on various contentious have been discussed between the two leaders, who are now desperate to carry the same to the logical end and would not like any impediment in the materializing of the same and hence are preparing the people for the same. Manmohan Singh's statement about terrorism having considerably declined in J&K and infiltration diminished is not only contradictory to the statement of J&K Chief Minister Ghulam Nabi Azad, given for an electronic media, speaking about lately increase in the level of infiltration as well as in the violence let loose by the terrorist, but it also contradicts his own statement given earlier, while on his way to Brazil. It also is contrary to the relative figures of infiltration and terrorist strikes as well as killings, given by various official agencies. Manmohan Singh's claims in this behalf are also in contrast to what the Defense Minister, Pranab Mukherjee as well as the Home Minister, shiv Raj Patel has said recently in the Parliament, about terrorist violence have been stepped up recently in J&K. Obviously by playing down the level of terrorist activities, but at the same time warning against the same going to be stepped up in the near future, Prime Minster Manmohan Singh is conveying the same message as President Musharraf has conveyed in his Washington statement. However this development is going to have a divergent fallout in India and Pakistan. While it gives the latter a sort of license to indulge in terrorist acts, India will not be in a position to blame Pak government for any such acts.
