| People First Approach | | | While addressing a Regional Workshop on Panchayati Raj System, Lieutenant Governor Manoj Sinha highlighted historic transformations under Prime Minister Narendra Modi and the inclusive development revolution that was driven by the 3-tier Panchayati Raj system. He reaffirmed the commitment of the government to reach the citizen’s doorstep and spoke about how ‘People First’ approach has revolutionized public service delivery. From just 35 online services in 2020 to more than 1,100 by 2023, the J&K topped the national e-service delivery rankings. Notably, the impact of this digital transformation is far-reaching. Citizens no longer need to travel long distances or endure cumbersome bureaucratic procedures for routine services. Whether it is obtaining certificates, accessing welfare schemes, or availing government benefits, technology has significantly reduced delays and improved transparency. Jammu and Kashmir’s achievement in topping the national e-service delivery rankings reflects the success of these reforms and demonstrates how technology can bridge the gap between the administration and the public. It’s evident that over the past decade, India has witnessed a significant shift in its governance model under the leadership of Prime Minister Narendra Modi. The emphasis has increasingly been on empowering local institutions, enhancing transparency, and ensuring that development is people-centric. The Panchayati Raj system has become the backbone of this approach, enabling elected representatives at the village, block, and district levels to identify local needs and implement solutions tailored to their communities. The journey of grassroots empowerment must continue. Panchayati Raj institutions require sustained capacity building, adequate financial resources, and greater administrative support to meet the growing expectations of citizens. Training elected representatives, encouraging women’s participation, and promoting digital literacy at the village level will further strengthen local governance structures. The true strength of democracy lies not only in elections but also in the ability of institutions to respond effectively to people’s needs. The success of the Panchayati Raj system illustrates how empowered local bodies, supported by technology and guided by a citizen-centric vision, can transform governance. As India continues its developmental journey, strengthening grassroots democracy will remain essential for achieving inclusive growth, social justice, and sustainable progress. The Panchayati Raj system is not merely an administrative framework; it is the foundation of a stronger, more participatory democracy. |
