| Pakistan misuses US and Chinese military aid | | | If any two countries are to be blamed for encouraging Pakistan for creating major security problems for India it is the USA and China.The recent Pentagon documents have revealed that Islamabad received military aid worth several billion dollars during the five-year period when George Bush was the American President.This military financing was meant for curbing terrorism in Pakistan.But Islamabad used major portion of this aid in kicking up militancy related violence not only in Jammu and Kashmir but in other Indian states.Though militancy took roots in Jammu and Kashmir in 1989 Pakistan had been preparing the ground for imparting ar ms training to Kashmiri youths in camps and later equipping them as well as foreign mercenaries with sophisticated weapons since 1986.It is no longer a secret that whatever military aid Pakistan had received in mid 70's for preparing Afghan Mujahideens in fighting the Soviet troops had been given to Kashmiri militants and those foreign mercenaries who were piushed into Jammu and Kashmir.This was the reason that the fresh groups of militants,trained in camps in Pakistan and occupied Kashmir, were found to have been equipped with Kalanshikov rifles.It started with Ak-47 and AK-56 that sent shivers down the spine of demoralised police and paramilitary folrces between 1989 and 1993.If the Pentagon reports are to be relied on it is evident that Pakistani troops,that intruded into the Kargil heights in 1999,had used a major portion of the military hardware that was supplied by the USA for fighting terrorist.Even after the 1999 Kargil conflikct Pakistani troops used to pouind Indian border villages in Jammu and kashmir with mortar and artillery fire.Whatever development Pakistan has achieved in its infantry,navy and Air Force it is the result of the American military aid.And whatever feat it has achieved in the development of missiles and nuclear weapons it is the result of the Chinese military aid.In fact China has been supplying military hardware besides the know-how for nuclear weapons and missiles since middle of 70's when late Z.A.Bhutto had succeeded in hammering out an agreement with China.Now that the Indo-US relations have registered marked improvement during the last seven years it is imperative for Washington to ensure that whatever military and financial aid it gives to Pakistan is not misused against India.This can be done by regular monitoring.Over the years political observers have started calling Pakistan a rogue state and as such it becomes mandatory for the US Government and the one in Beijing to stop providing any military aid to Pakistan if not in the intrest of India but in the interest of peace in South Asia.
