Jammu June 11 Harsh Dev Singh NPP MLA from Ramnagar has expressed grave concern over the extremely slow pace of construction works in the R&B (PWD) department and negligible progress registered on the ground with respect to construction, up-gradation and improvement of roads and buildings sanctioned under NABARD, PMGSY, district plan, state-plan and under other centrally sponsored schemes.
In a press statement issued JKNPP leader harsh Dev Singh pointed out that despite the haughty claims made by the concerned authorities of the departments to expedite the developmental projects, the fact remains that majority of the on-going projects have exceeded their original costs and their deadlines have expired since long.
Mr Singh said that different schemes of rural connectivity including NABARD and PMSGY envisage a time bound completion of the projects and provide for a penalty to the executing agency in the event of default. He regretted that the said guidelines and penalty clauses had never been enforced by the R&B department as there existed an unholy nexus between the executing agencies and the department. He said that, under the circumstances, the R&B department was unilaterally revising the deadlines and fixing new deadlines in violation of the spirit of the schemes as envisaged under government of India guidelines. He said that same was the case with road projects taken in hand by ERA for construction. Making special mention of some of the schemes of Ramnagar constituency, Mr. Singh said that road projects of Chowki-Kulwanta, Kirmoo-Rang, Balpur-Sundla-Babey had suffered due to culpable negligence on the part of the R&B department in ensuring their time bound completion with the result that the work on the said roads was abandoned half way due to cost escalation.
