| PDP welcomes PM's statement | | | Self Rule emerging as viable solution: Mehbooba Kargil, September 25 – Peoples Democratic Party (PDP) President, Mehbooba Mufti has said the Self Rule proposal, gathering support in all the regions, has become a rallying point for amicable solution of the Kashmir problem and is being discussed widely within the country. Addressing a public meeting here today, Ms Mufti welcomed the Prime Minister, Dr Manmohan Singh's statement that Self Rule is being discussed as one of the solutions. She said the Prime Minister's pronouncement is indicative of the seriousness and sincerity of purpose with which the leadership of the country is approaching the Kashmir problem to find a solution to the satisfaction of all the concerned parties. Ms Mufti said Self Rule is the lone formula that not only encompasses political and economic aspects of the problem, but takes care of the aspirations of all the regions and parts of the State. She said any solution to the problem could never be viable if the aspirations of all the regions are not accommodated. "I am sure the Self Rule only takes care of these intra-regional concerns," she said enlisting support of the people in Kargil region for the Self Rule proposal. Reiterating that the time is most appropriate for complete cessation of hostilities within the State, Ms Mufti urged the Prime Minister to consider measured and systematic reduction of troops from internal security duty as was announced by him in 2004. She said this would go a long way in consolidating people's trust in the political means. Ms Mufti said reduction of troops from the internal security duty could be supplemented with strengthening of J&K police by raising of few more battalions involving personnel from all the regions of the State. Such a move, she said would help the State Government to tackle the unemployment problem besides boosting the public confidence. Ms Mufti said the PDP-Congress Coalition is based on certain principles and it is not a marriage of convenience. She hailed the principled stand of the Congress leadership, especially AICC President Mrs Sonia Gandhi for extending support and cooperation to the reconciliation process for the larger goal of the betterment of J&K people. She strongly advocated opening of Kargil-Skardu Road for movement of people on the pattern of Srinagar-Muzaffarabad and Poonch-Rawalakote roads. She at the same time stressed the need for opening these roads for free movement of people and goods to boost the local economies. The PDP President said that during the past four years various measures have been taken by the Coalition Government to empower the Kargil area both politically and economically. Besides giving Kargil a Hill Development Council and the Srinagar-Leh Road was given the status of a National Highway. Responding to the local demands, Ms Mufti said she would take up the issue of relocation of Karbatung army formation with the Prime Minister and the Defense Minister. On this occasion, two senior social and political activists of Kargil, Feroze Ali Kachoo and Ghulam Nabi War joined PDP. Minister for Forests, Qazi Mohammad Afzal and Political Secretary to PDP President, Peerzada Mansoor Hussain also addressed the meeting.
