Secure, classy number plates in making

Jammu, June 11: It may be a long and arduous process many years in making, but the number plates of vehicles in Jammu and Kashmir are up for a face change –not only for classy looks but also to help database and security concerns.
In compliance to the Supreme Court judgement, the government today accorded sanction to the implementation of the scheme of High Security Registration Plates (HSRP) in the State, as provided under amended Rule 50 of Central Motor Vehicles Rules.
According to an order issued by the Transport Department , sanction has also been to the completion of all codal formalities by the Transport Commissioner for inviting national/global-bids for HSRP in accordance with bid document as vetted by the Finance/Law Departments with particular reference to pre-qualification, technical/price bids, infrastructure-technology-training in all J&K State MVD offices, agreement, validity of contract, resolution of disputes, (arbitration) methodology of HSRP implementation, warranty, royalty, specifications/standards, as per Government of India approval/amended rules and provisions of amendment order 2006 regarding HSRP.
The government has also accorded sanction to constitution of a Committee for monitoring and implementation of HSRP scheme and completion of codal formalities, as per standing rules within the stipulated time as granted by the Apex Court. The Committee will be headed by Transport Commissioner with Additional Secretary, Transport Department, Representative of Finance Department who is not below the rank of Joint Director, Representative of Traffic Department, who is not below the rank of SP and to be nominated by IGP Traffic and Concerned RTO/ARTO as Members. The Joint Transport Commissioner will be the Member-Secretary of the Committee.
The implementation of HSRP scheme shall be beneficial in light of transport reforms about computerization and e-governance to coordinate the enforcement activities related to security and implementation of MVA/MVR with other agencies like civil administration, traffic, police and excise and commercial taxes department.


What is HSRP?

• The Chromium hologram, which is not easily replicable.

• A Retro reflective film, bearing a verification inscription "INDIA" at 45 degree inclination, which cannot be easily replicated.

• Laser numbering, which is unique in nature containing alpha numeric identification of both Testing Agencies and the manufacturers.

• The registration numbers to be embossed on the plates to make it difficult to be replicated.

• In case of rear registration plate, same is fitted with a non-reuseable snap lock.

• A chromium foil based third registration plate in form of sticker is to be attached to the wind shield, wherein the number of engine and chassis are indicated along with the name of registering authority.

• In front and rear registration plates, letter IND in blue colour is hot-stamped.
